Page 3 , Board of Health minutes, July 5, 1990 <br /> until an engineered septic plan is approved by this Board, <br /> after which we will sign off on a new Building Permit, He <br /> was instructed to contact Bill Hauck, SJG indicated that <br /> what has been built is most likely "grandfathered" ,, however,, <br /> he could be stopped at any time for doing anything more. <br /> Al Orlando Nater Service. Al indicated that 109 out <br /> of 152 Briarwood homeowners have applied for water service <br /> and have paid their $500,00 deposit.. It could be that they <br /> are waiting for the Federal Govt. to pay for the hook-up, <br /> but who knows how long that will. take. Al supplied the Board <br /> with a list of those homeowners and their mailing addresses <br /> who have not applied and asked the Board to consider sending <br /> then a letter recommending that they tie in to the water <br /> system, SJG stated that the Board is looking into adopting a <br /> regulation requiring all residents in moratorium areas t <br /> hook 'Into public water supplies when available, i ncludio ng <br /> the two islands which will be designated moratorium areas. <br /> EAM stated that if we require by regulation that they hook <br /> up, then we must pay for the cost. Even though hooking up is <br /> required by the Bri.arwood Charter, in order to enforce this, <br /> Orlando stated, it would have to go to court. EAM stated <br /> that according to the experts at DEP, Div. of Nater Supply, <br /> that one would have to drink one liter of VOC contaminated <br /> water above the MCL every day for 70 years to increase your <br /> health hazard by 1 in 10,000 and that this Board has-not ap- <br /> proved a single well in Briarwood that showed even a trace <br /> of contamination since the moratorium went into effect, n <br /> the one hand we agree that public water is safer, but on the <br /> other hand, we have no statistics on contaminated well, EA. <br /> stated. EAi stated and Orlando agreed that without a regula- <br /> tion we cannot force anyone to disconnect their wells- for <br /> irrigation purposes. EA +i said he will prepare a letter o <br /> recommendation to send to those who have not applied. The <br /> water District is currently handing out a BOH state ent urg- <br /> ing people to disconnect their- wells totally, EA - stated <br /> that the BOH can force landlords to hook up and those ten- <br /> amts will be so informed. EAM stated that he needs a list o <br /> these homes that are rented out and whose landlords' have not <br /> applied.
