i
PG a . .Minutes 1
Board should allow this person to continue pulling permits
until the illegal dumping issue is resolved. SJG stated that
this individual still has a legal right to pull permits and
that the dumping issue rust be dealt with separately. EAM in--
formed the Board that this parcel is listed under G. Regan
Sr. most likely due to zoning restrictions dealing with
single ownership of contiguous lots but that in fact we are
dealing with one and the same person. JTD wanted to go on
record as philosophically being opposed to issuing any more
permits to this individual while litigation against him is
underway. JTD motioned to grant the variance, SGJ seconded.
. ) Copy of citation letter to G,_ Regan. r. EAM stated that
on the day the citation was received, Regan called this of-
fice stating that he thought it was "outlandish" to be fined
and to have to clean up the debris when he has proof that he
paid someone to have the debris properly disposed of. He fur-
ther stated that a copy of the cancelled check was forwarded
to his foremen, Steve Kearns, who was supposed to bring that
to us. EAM informed Regan that we had not received the copy.
SJG suggested Regan pursue getting a copy of the check and
that he be prepared to explain his side of the story on the
day in court. Regan did, however, agree to have the debris
cleaned up.
10, ) Emergency repair - plan: Ac for J. _ Corbett
Monahansett Rd. (Nashawe r EAM commented that he had not
yet verified High Wood water connections, and that this
should be a condition of approval. JTD Motioned to approve
repair plan with EAM's condition, SJG seconded.
APPOINTMENT:ANDREW TARA ELLI Septic repair at RiverFbend, sJ
asked Tarabelli to explain exactly what repairs he had done.
Tarabelli informed the Board that he had repaired two sys-
tems. The first was simply replacing a two foot section of
pipe which was broken when a gas line was laid. The second
was more involved than he had expected. -It was supposed to be
simply to unclog a section of pipe. It ended up 'being a pipe
replacement and underlying it with stone for support. One job
was done on July 4th, the other on sat. July 7th, EAM ques-
tioned whether Tarabelli is licensed in any other torn. His
reply was, yes, in Falmouth. EAM then stated that he must
]snow the requirements of Title v which requires that a permit
be obtained for any septic repairs. Tarabelli agreed. EAM
stated that he or Orin can be reached twenty-four hours a
day, seven days a week for such emergencies as verifying sep-
tic failures. SJG stated that the least we would want is that
Tarabelli pull two repair permits after the fact and "a
built" plans indicating the nature of the repair. EAM stated
that one of our concerns is that when a system fails, we
