Scipione provided a copy of this packet to each Board member) . <br /> Mr. 15cipione explained that he met w-i th -the State to review -the proposed pilot <br /> study, to see if they had any comments prior to the start so that if grants <br /> become a aiiable the town is eligibie. Ir. Scipione stated there is poten- <br /> tial <br /> oten- <br /> tial for a 7 % planning grant and informed the Board he did at-tend a public <br /> hearing on this, making comments on Mashpee which were fol Towed up with a <br /> letter. Mr. Scipione reiterated h is ea r ti er comments stating he does expect <br /> a 7planning' adVdnce for -the work. <br /> Mr. Scipione explained there are number of comments the State would <br /> want to see incorporated into the study, most of which are clarifications, <br /> such as enact sizes instead of a general.I ed number of volumes. fir. Scipione <br /> commented the State is concerned with sampling requirements and have now <br /> increased them to include certification by a Certified State Lab. and ex-. <br /> piained when he met with the state he did relay that certification by a <br /> State lab was not necessary. -there response wa-s that they were willing to <br /> entertain a proposal from us as to what can be done in -the field and what <br /> can be done in the lab. Mr, Scipione informed the Board he has included <br /> in t'he packet some flow diagrams and plans as to how they intend to lay out <br /> the system, Mr. Sciplone briefly explained operations stating the system <br /> will be placed right beside the existing septae lagoon area, septage will <br /> be borrowed from the lagoon's and returned. He commented the State has agreed <br /> to this plan and will issuea "Research Effluent D i sposa i permit. Mr. <br /> Scipione continued explaining operations stating they will be borrowing <br /> septage,, pumpers will dump septage into -the in.iet structure which will <br /> travel thru an inlet pipe, bar screen and into the grinder. He stated <br /> the purpose for the holding basin, which ill - not be necessary in the full <br /> scale facility because the S.B.R. will be utilized as the equalization tank, <br /> but in order to get a good representative s ample . e will take every load of <br /> septage that comes in, remove a batch from it, going 'to our S.B.R. , thea <br /> dump the remainder and empty that Ioad back -into the lagoons, an equa_i amount <br /> will be removed from each truck that comes in and sent right into the S.B.R. . <br /> Mr.. Scipione stated they have purchased a large dumpster than sea i ed for the <br /> S.B.R. , one of the manufacturer' s representatives has put together a float- <br /> ing <br /> loat- <br /> irig sequench i ng batch reactor system so that it can be put i nthe first stage <br /> and commented the manufacturer will provide a control panel which will re- <br /> quire <br /> ew- <br /> quire wiring. lir. Scipione explained the reactor system will aerate, settle <br /> and decant all in one tank then will go to the second one, tree second stage <br /> S.B.R. will be brought in on the back of a truck, which will be dropped in <br /> place. Mr. Scipione stated from there, (the holding basins) , which from num- <br /> ber one are pumped thru a polishing filter, which will be made out of plywood <br /> and put in an underdrain system, will come into a effluent holding basin at <br /> which -time samples will b taken then pumped into the inlet structure, every- <br /> thing coming in will be recycled back. <br />
