ti <br /> MINUTES August 10, 1989 GOAD of HEALTH <br /> Mr* Costa suggested Mr. Miller and DiMeo present the Board with a <br /> proposed system which would enable this Board to discuss and forward <br /> recommendations. <br /> 49 - <br /> Mr. Miller stated due to circumstances prevailing w-i th .regards to' -the <br /> land purchase we a-re requesting verba i assurances from this Board that <br /> if all procedures are followed and recommendations are met we will be <br /> permitted to construct the car wash. <br /> 4 <br /> Mr.- Gree l i sh responded if the system can be a well maintained flow -th ru <br /> sytem-where any harry to -the ground water i s e 1 i m i hated then th i s Board <br /> would look favorably upon its -operation. <br /> Mr. Miller commented the entire lot would be graded. <br /> APPOINTMENT: Tom Fudala - water Monitoring program <br /> Mr. Fudala was in attendance for this scheduled appointment. <br /> Mr. Gr%eelih stated .when water quality standards are derived there is <br /> a particular outline for those quality standards,, in other words there <br /> application. Mr. Gree1ish commented he got- the. general impression the <br /> specifications were essentially lifted from the standards and applied <br /> to Mr. Fuda l a`s document without regard to how they apply to the project. <br /> Mr. Greeiish explained to Mr, Fudala that the standards requirement are <br /> considered to be excessive, and in alot of cases , not applicable. <br /> } <br /> ` F <br /> d. F <br /> Mr. -Fudala sated most of -thes were drawn from D.E. .E. zoned ground <br /> water and surface water standards and from E.P.A. standards for dr-inking <br /> water -which were applied as ground water standards since thats their <br /> drinking water. -Mr. Fud l a commented they have had' er r i ou s citations <br /> on what a health 4risk le e'l is, -,the-memo reflects, this and intentional ly <br /> chose the conventional standard. <br /> Mr. Gree i i sh stated r f i ve laboratories would b required to perform the <br /> -tests and .,research ouid be necessary to locate laboratories that could <br /> reach some levels that are low. <br /> Mr. Fudala stated most of these tests could be performed at the county <br /> lab. , most are simple tests for nitrogen and common tests for bacteria, <br /> 'the rest D.E. .E. would apply. Mr. Fudala explained .o. . is would be <br /> performed by the County lab for $100.00 however tests for viruses are. <br /> omppicated and expensive and would be eli-minated from the list. <br /> M . Greeiish stated this was one of his concerns and commented it would <br /> be technically impossible to enforce. A lengthy discussion took place <br /> between Board members and Mr. Fudala regarding various methods to be used <br /> for surface water sampling. <br /> Mr. McQuaid stated if these standards were instituted -to the town's <br /> recreational waters, the standards could not be ret. <br />
