Regan that this Boards goal has been to <br /> requ-ire a Title V system for any additional living space. <br /> Mr. costa informed Mr, Regan that any, system in failure must be upgraded <br /> to a Title V system. . costa questioned Mr. Regan as to who would be r�e- <br /> spo-ni le for payment. to the- inspector and -who would inspect the system. <br /> Mr. Regan replied there is- some state funding available in this field - <br /> . and commented his committee is especially concerned with the econsett and <br /> onomoscoy 'Island areas. <br /> Mr. costa expiained, :.rany of the hones in those areas are unable to up- <br /> grade -their systems as the lots are to small to maintain a Title v system <br /> and commented until such time as pubiic water is made -av i l ab i e to those <br /> areas the problem cannot be corrected. Mr.— costa suggested Mr. Regan direct <br /> his energies to the later District in provding water to those -areas. <br /> -Mr. McQuaid explained that accurato pumping records are maintained <br /> in this office. <br /> 1r. costa requested Mr. egan 's croup to support any future proposals <br /> -for wastewater treatment plants. - <br /> APPOINTMENT: <br /> lamts, -APP II Tl Ef T: Candida -Bowe �- Residential Pt en! <br /> s. Bowe stated she is proposing- to make eng l i sh toffee and' distribute <br /> it to various stores in the surrounding area. <br /> Mr. costa questioned Mr. McQuaid a to D'.E.P:.' l.assifiati-on of -a- public <br /> water suppiy and whether it must service 25 or more people. <br /> Mr. McQuaid responded that a food service is assumed to service 25 or more <br /> people., Mr. McQuaid questioned Ms. Bowe as to the amount of water she uses in <br /> her operation. <br /> Ms. Bowe stated a small amount of water is used in actual preparation, the <br /> remaining would be used for clean-up. <br /> . McQuaid stated residentialk-itchens must meet the same water supply <br /> standards as a restaurant. Mr. McQuaid stated, in his -opinion, he would per- <br /> mit operations, as long .as, there is- no expansioan of Ms. Bowe' s opera-Lions. <br /> Mr. McQuaid reminded 'the Board currently,-t e_,sam situation. e i st ...with <br /> the "Donut Bo " which has yet to be rectified and Ms. Bowe's request is raising <br /> a potential problem in the future with other homeowner's wishing to operate a <br /> food service from their residence. Mr. McQuaid relayed this would be setting <br /> a precedent. <br />
