Mr. Ball asked if they wanted to grant approval with conditions. <br /> Mr. Doherty continued that the only questions that they had were the <br /> drains and the soil. The lots certainly are large enough and the road <br /> layout looks fine. If they kick it back they will need to give the <br /> applicants some suggestions on improvement of the plans. <br /> Mr. Santos.stated that the needed clarification on the swales. They need <br /> to be deep hooded basins or MDC drains. <br /> Mr. Doherty agreed to kick it back and continue it for another meeting. <br /> There were comments on the lack of MDC drains and the construction of <br /> the drainage. <br /> Mr. Bail made a motion to continue the approval process for the <br /> application for approve of definitive plan on the 5.3 acres off of Bog <br /> River Road until there was further clarification of the drains and <br /> drainage system. Mr. Santos seconded the motion. Motion passed. <br /> OLD BUSINESS <br /> NEW BUSINESS <br /> A. 96 Algonquin Avenue: <br /> Mr. Harrington began by stating that the BOH had originally seen this <br /> property once before and denied it because it was 5500 square feet and <br /> within a Zone 11. The owner of the property has since purchased another <br /> property, which is going to be used as a donor to be put into a <br /> conservation bank. They are going to utilize the nitrogen aggregation <br /> portion of Title V, which allows you to buy another piece of property <br /> within the Zone Ii and put it in perpetuity that it would never be built on. <br /> It basically becomes conservation land. Then use that as credit for your <br /> one bedroom per 10,000 square feet. <br /> Mr. Doherty asked if the applicant would then gain enough area. <br /> Mr. Harrington confirmed that that was correct. Title V allows it. The <br /> applicant has done everything to the code. They have just received the <br /> deed portion of the process today. He hadn't had a chance to go through <br /> the deed with a fine toothcomb. He would like to have some time to do <br /> that. <br /> Mr. Doherty asked if he knew where the donor lot was. <br /> Mr. Harrington replied that the donor lot was 77 Ninigret Avenue.
