Mr. Harrington stated that the O &,M is for the life of the system and that <br /> would include the maintenance of the UV treatment. His original <br /> comments regarding this plan were that if you provided four feet to <br /> ground water that was a one foot drop. Under local upgrade approval you <br /> can't allow or there is no longer an increase in habitable space allowed. <br /> That is not bedrooms that is habitable space. You can't even increase the <br /> footprint of the building by local upgrade approval. But, this is allowable <br /> even under new construction where the UV is being added even though <br /> the four-foot is being requested. It is still being done with a <br /> denitrification system. He felt that they were all fair trade offs and 100% <br /> of the leaching facility is being utilized. All of those things are <br /> betterments to the property. It isn't even an increase in bedrooms. If it <br /> was an increase in bedrooms it wouldn't be allowed or they would still <br /> have to request the variances under new construction. <br /> Mr. Santos asked if Mr. Ball or Ms. Grady had any comments or questions. <br /> They both stated that they were all set with this request. <br /> Ms. Grady made a motion to approve the variances requested which <br /> included a one foot separation between the SAS and the high <br /> groundwater, zero foot to the street property line and the reuse of the <br /> FAST denitrification unit with a UV treatment added to the D-box. This is an existing 3-bedroom dwelling <br /> that is serviced by a failed cesspool, which was located on the adjacent <br /> lot belonging to the same neighbor. There is town water in this area. The <br /> gentleman next door still maintains a private well. They were requesting <br /> a variance from 150' to 118' from the existing well to the proposed <br /> leaching facility. They tucked it up in that particular location to maintain <br /> five-feet above high groundwater as they established in the field from <br /> mottling in the soils. In order to maintain the five foot separation from the <br /> bottom of the SAS and adjusted ground and maximum distance from the <br /> well servicing house number 14. They are requesting the following <br /> variances: 1) SAS to the street and property line zero feet. 2) SAS to <br /> cellar wall is 171. 3) Septic tank to property line zero feet. 4) Septic tank <br /> to cellar wall is seven feet. 5) House 14's well to proposed SAS is 118'. <br /> Mr. Harrington stated that he went over this with Mr. Sanicki in the field <br /> when they did the test hole.
