Ir. Harrington agreed that it wasn't bard but he didn't want it to get any
gorse. If they re-vegetate the area it shouldn't be too much of a problem.
Mr, Santos started that they had a lot of that in Barnstable. There is pretty
much a vertical slope going into a retention pond one and it was all
rivulets,
Mr. Harrington stated that the area where it is slumped is three plus to
the liner. There is plenty of cover; He didn't see any part of the liner
exposed out there. The other problem with the mowing contract was that
there was no date on it. I did not outline the services rendered within the
fiscal year. That was what he was saying that he wanted to make sure
that when the bean] members vote he wanted them to be certain that it
was for 2003 only. But, if they go out to bid with this thea that will be that.
Mr. Santos stated that the mowing would be in the summer and in the fall.
They could go with the calendar year.
C. Human Services Breakfast
Ills. Warden stated that this was an F.Y.I. Ills. Grady stated that she would
be going to this event.
OLD BUSINESS
A. Smokinq Regulation - Letter from Peters Wampanoaq Consulting
Mr. Harrington began by stating that he had wanted to present this letter
to the board members just ars he had provided all of the smoking
comments to them in the past. He didn't know if they wanted to comment
on it or wait to comment, it was something that he wanted to make the
board aware of the fact that they did receive a letter from a tribal
member. There were rumblings in the community crone of which actually
made it to him, Mr. Glenn Marshall slid come in but he never actually did
speak with him. The paper seemed to write a nasty note about the board's
position when they didn't even have a chance to comment on this to dame.
He told Mr. samry he thought the article was in very poor taste where
j they didn't contact the board to make.a comment on it.
Ills. Grandy felt that the editorial writer took the word "variance" and ran
with it. she didn't feel that the board had any intention of infringing on
their tribal rights or anything like than she thought that as a board they
certainly could appreciate the spiritual significance of tobacco to the
Indians and the Wampanoag Tribe.
Mr, Harrington interjected that he had a real question as far ars wham takes
precedence anyways the public health regulations over a religious
freedom. This is still municipal property, if the BOF says that if i
1
