He felt that Mr. Ball was the first one to say that they review <br /> these matters on a case-by-case basis. That is the way they have always <br /> dome it. They reviewed this on an individual case basis and they've made <br /> their decision. Variances and extensions are always on a case-by-case <br /> basis, <br /> Mr. Ball interjected that this was ars exception to the rule. <br /> Mr. Santos continued that the letter in front of therm and their decision is <br /> not setting ar precedent that this was going to be policy from now on, <br /> Mr. Ball asked what the harm would be to postpone it until January 1st, <br /> 2004; <br /> Mr, Santos replied what the harm was in keeping it April I'll, 2003. <br /> Everybody is already aware and prepared for it. <br /> Mr. Ball countered that they are prepared but net necessarily ready for it <br /> and they will lose business. They have seen <br /> letters from establishments in Barnstable that they've actually seen an <br /> increase in business and all over the country. That is a debate out there. <br /> Mr. Ball asked Mr. Harrington for his opinion. <br /> Mr. Harrington responded that he felt that both Mr, Ball and Mr. Santos <br /> had dissenting opinions and were not in agreement. He felt that they <br /> should wait for a full board and put it to the full board for a vote. He felt <br /> that each side had valid issues. The restaurants had been aware of this <br />
