None of the systems have been able to be open due to the <br /> cold wether. <br /> Mr. Santos asked who originally failed the system. <br /> Mr. Harrington replied that it was John Grad, a septic inspector. It was a <br /> transfer inspection. <br /> Mr. Santos asked if it was a transfer of ownership. <br /> Mr. Harrington confirmed that that was correct. <br />
