Mr. Harrington stated that they were treading a fine line as to what they <br /> could discuss. The mental illness part was mentioned right in executive <br /> session guidelines, You couldn't talk about that in the public forum,, But, <br /> you could talk about someone's professional performance. But, you <br /> couldn't talk about someone's personality, physical or mental capacity. <br /> Mr. Santos stated that grey didn't do that. They just discussed the house. <br /> [r. Harrington agreed and continued by stating that it was a fine line by <br /> stating on television that he had a mental illness there alone, It didn't <br /> known if just that fact alone was a basis for handling it within an executive <br /> session. <br /> Ms. Warden was only suggesting that they do not go on television to <br /> discuss it. They should sit down and make an adult determination that it <br /> might not be in their best interest to discuss this on television. The less <br /> publicity the better, she was very surprised by the phone calls that she <br /> received that people were watching television on that particular board <br /> meeting, They asked straightforward questions suggesting that they <br /> watched the meeting or had been at the board meeting in order to ask <br /> that questiom she was surprised. There were a lot of elderly people who <br /> can now sit at home and watch the television. <br /> DISCUSSION <br /> A. Charter Commission Proposal <br /> Mr. Darrington didn't know how in depth they wanted him to get with this. <br /> He wanted to do a background on the statues for the board of health. He <br /> wanted to describe the po er ...He did make statements that Mr. sarnry <br /> put into the paper. They were his personal opinions, not opinions of the <br /> board. He didn't think that the board of health should in or attached to the <br /> chanter and ultimately come under the power of the selectmen. To his <br /> knowledge it didn't charge the ability or the power of the board of health. <br /> But, it did change the administration and the requirements of the board <br /> and it's members. The selectmen would have power over your pay and the <br /> ability to remove the board members from their positions with cause. <br /> They have specifics under what that cause would be. They couldn't <br /> arbitrarily take you but again you would be under another portable entity, <br /> which was the selectmen. He felt that the board should be elected. He <br /> was going to give therm an example. For example, Barnstable does have a <br /> board of health. one board member has to be a doctor, They could also go <br /> to a public health department where there was a commissioner as the <br /> Dead and an advisory board. The advisory board has no pollen. But, it <br /> merely makes recommendations as far as technical aspects to the <br /> commissioner, The commissioner has to be an MD and registered in the <br /> city.
