Mr. Harrington began by stating that this was the house that burned dower.
He had spoken to Fire chief Baker and asked him for a cop] of the fire
report to find out exactly what the condition was inside the home, They
didn't have permission from anyone to go into the home, chief Baker told
hire that he had spoken with the owners and they had come in for a
demolition permit and demolish the house. He hadn't spoken to the
owners yeti But, he felt that they should wait to condemn it when it would
end up being torn down in a week,
Mr. Santos asked if the premises had been secured.
Mr. Harrington confirmed that it was boarded up and secured, It met the
boards required.
Ms. Grady asked if they had to give any public notice.
Mr. Harrington responded that public notice was not necessary on an
unoccupied building, if it had been occupied they would give them a five-
day order to secure, The building would have to be vacated and boarded
ups But, essentially that had occurred. He would like to have a chance to
speak with owners, if they were going to balk and spend some time the
kids would tear the boards off and get into the house. They would then
have to condemn it and after a year they could tear it down. Building only
had to wait for sic months., It took an Act of Congress to get something,
Mr. Santos asked if it had been deemed structurally unsound.
Ms. Warden responded that that hadn't occurred.
Mr, Harrington responded that he didn't know if it had or had not,
Mr. Santos felt that that would be something to prod the homeowners
along in demolishing the property.
Mr. Harrington didn't know if Mr. Wheeler had deemed it unsafe, The board
of health, the building commissioner and the fire department all have to
go in and inspect the promises for a final group judgment, Mr, Wheeler can
do an unsafe structure. But, once the three of therm were in there and it
stayed that way, in six-months the town has the right to go in and tear it
down. Thea the town could charge treble damages and put a lien on the
property. If the board of health were the only faction then they would have
to wait one year.
Mr, Santos made a notion to continue the house condemnation at 252
Wheeler Road. Ms. Grady seconded the motion,, Motion passed,
