ti
r `
r
themselves for the record.
Mr, Jeff Bricker introduced himself from Mobil.
Mr. Mark Schulz introduced himself as a manager from Mobil,
r
Mr. Stephen Ps Decoursey, P.E,, from Bohler Engineering, P.c,
Mr. Harrington began by stating that back in August they had completed
inspections for beth food and evidence that the car wash had been
overflowing. Inspection reports and violations were issued. The food
inspections also showed that the bathrooms were not available for the
customers. The health agents asked why they were not available. The
employees told therm that the septic had backed up and the toilets were
net working. Ultimately that had food establishment implications because
they needed to have the ability to wash their hands, The board advised
there to stop working the food establishment and arrange for port-a-
potties so that the employees didn't have to cross lite 28 to use the
ashpee Commons facility. They set some time Inuits and some of the
time limits lapsed. The one thing that was never done in regards to fixing
the tight tank in accordance to the state permit was that the high water
alarm was never installed. There-was no notification to the employees
inside until somebody drove by and told therm that the tight tank was
overflowing. They would contact Mobil or they would call the board of
health. That was the notification system. That was in gross violation of
their original state Permit. Many of the things stemmed from that. They
reviewed the state permit. They never received the service contract from
the pumpers. Again that was in violation of their state permit, They went
through and wrote the letter for each violation to let them know the
situation they were in regarding this matter in August. August I It", 2003,
was the first letter that was sent out due to the inspection done on that
same date. They gave time lines at that point of fourteen days for the
alarm for the holding tank to be repaired and port-a-Potties to be provided.
Ultimately,, the port-a-potties were provided, but the alarm was not
repaired. Another letter went out on August 261h, 2003. The August 26"',
2003, letter delineated the violations for the industrial waste holding tank
from the original DEP permit as far as the alarm never being installed. The
holding tank had been documented as overflowing several times and there
was no receipt of a contract for the hauler. There were food code
violations. some were delineated on the food code inspections and the
others were outlined such as not getting a septic inspection when it was
required of them. They had failed to repair the water closets in the wren
and ladies' lavatories as far as providing them to be open to the
customers. Eventually, Mobil slid hire a contractor to start the engineering
services* But, there still has been no repairs made to the system, Those
9
