t •
that they did not errant to spend that much money, They recommended
that they just mow and do the best that they could. Each year they kind of
did more and more. They were able to stretch the limit a little bit with the
machinery without sacrificing the membrane. Obviously they didn't want
to be upon the slopes with any kind of machinery that would tilt or the
machines that they have that would stretch the membrane, He felt that
they had done it fairly well over the years. To do it any more, as far as the
DPW doing something, he wasn't familiar with that situation. They would
have to get Mr. Taylor or Ms. Laurent to speak to that situationO
Mr. Santos stated that this had been brought to the board's attention
because there was a memo that went from the DPW to the selectmen and
back to the BOH* It stated that it had not been done properly.
Mr. Esper asked if the DPW had stated that.
Mr. Santos re-iterated that it had not been clone properly and that they had
to go back out and mow it themselves.
Mr. Esper interjected that that could be because they might not have been
kept in the loop with the agreement between the BOH and Coastal Waste
Management. They said that they couldn't do the hands on labor-intensive
work of cutting. I Is. Laurent wasn't around when all of this was talked
about. They were more than willing to be flexible, But, they would have to
go send man-hours out to do that stretch by hand. That was not feasible
at the current rate. He wouldn't suggest that they do it. The DPW had
been very good in working with them in terms of sanding when they
needed it. They worked pretty well Band in hand with there. They could
bring Ills. Laurent in to sit and talk about this as well as going over to the
site to look at it. But, he didn't foresee a problem unless the board wanted
them to undertake the labor intensive of cutting it by hand.
Mr. Santos felt that that was the crux of the problem. He was on the board
when they first began this contract and he remembered the conversation.
He remembered that the first time it was mowed a lot of stuff was not
clone. There was a misunderstanding because Mr. Espees group curl not
anticipate the amount of handwork that was necessary to complete the
job or the right machinery that was needed to do it. There were mowers
out there that have the arm mowers that could reach down and mow the
real steep stuff. There was machinery that could mow just about anything.
Mr. Esper agreed with Mr. Santos. He felt that some of those folds over
there are not even accessible by a side mower.
Mr. Santos didn't disagree with Mr. Esper. However, they had submitted a
3
