Y
f
(Mr, Harrington presents the overall all plan design for the board members
to review and states that it was 20.6 total acres.)
Mr. Ball asked Mr. Santos if he had any concerns,
Mr. Santos stated that he was not concerned because he did not feel that
they were opening themselves up to anything. The second paragraph
pretty much summed up how he interpreted the whole thing. He felt that
they could make a motion, if everyone was in agreement, that they were
basically approving the nitrogen aggregation loading plan as far as obtain
an easement or permission to use the ether property would have to follow
the steps that had been outlined by the town counsel, which included the
DEP, town meeting and state legislations
i
Ms. Grady felt that it was not technically sufficient unless it uses this
open space. Wasn't that a correct assumption?
Mr. Harrington stated that that was correct and they were requesting the
use of the open space.
Mr, Weinstein stated that the open space made it technically sufficient
whether they were allowed to use the open space or not, would be
I
determined by the legislature and the powers that that bes Assuming that
they could use the open space then technically it would be sufficient. He
was not swing that they were getting approval from anybody to use that
land. Only that if that were the case, that it would be.
Mr. Harrington stated that that open space would remain in conservation
land. It could never be built upon. It was part of Mrs. Weinstein's argument.
1t had already been set aside as conservation, He would like to get the
benefit from the use for the nitrogen loading, The sentiment of Mr.
McQuaid, before was that he approved this request and wrote a letter
confirming that the number matched yup. But, there was no approval from
the board members before regarding this matter.
Mr. Ball stated that if they agreed with Mr. einstein's Positron that if
they use the land it would work. But, they were not giving him permission
to use the land, He felt that if they made this motion a few words would
have to be changed. so, maybe in this motion.a few words had to be
changed. if they slid vote on this and they did agree...He understood what
they had to do with this now.
Mr. Harrington recommended that they did not change it too much. They
were approving a nitrogen aggregation plan. It was not the open space.
10
