5 <br /> APPOINTMENT: Ron Gangemi - 76 Greensward Road <br /> Mr. Donald angerni was present on behalf of the applicant. He began b <br /> stating that he had a denitrification system - a Biolere. The homeowners <br /> have no place to live. The Bio Jere company cannot provide therm with the <br /> system until April ", 2004. What he was proposing that they put the <br /> tank bypass the leaching and put the system in after the fact. <br /> Mr. Ball asked if he had a time limit on this matter. <br /> Mr. Harrington interrupted this conversation. The DEP had issued a permit <br /> on this address and system. If they allow occupancy they would be <br /> violating Title V. They were not allowed to issue occupancy with a DEP <br /> permit if the system was not in and in compliance with a certificate of <br /> compliance issueda The Bio fere system was in and occupancy was <br /> allowed. But, he had some other questions first. Was the house being built <br /> now? <br /> The homeowner answered that the house was under construction. <br /> Mr. Harrington asked how far along was it right noir. <br /> Mr. Gangemi stated that they were at the move in point, now. <br /> Mr. Harrington stated that they were in the middle of March and they were <br /> looking at... <br /> Mr. angemi thought it would be about April V, 2004. <br /> Mr. Darrington re-iterated that it was April V, 2004 to the end of the <br /> month. <br /> Mr, Gangemi stated that April 28th, 2004, was the delivery date <br /> supposedly. <br /> Mr. Harrington stated that with that date in mind, his recommendation to <br /> the board was to let them operate with a tight tank. That way the board of <br /> health was allowed on a temporary or any basis to permit tight tanks. The <br /> state does not have to do it now. <br /> Mr. Ball stated that that had changed. <br /> Mr, Harrington confirmed that that was correct. So, they could issue <br /> permit on a tight tank allowing compliance on a temporary basis. That <br /> way there was no discharge and the Bio Jere unit and the state permit <br /> would not be violated. 'Their decision would be to stay in a hotel or pay for <br />
