Ms, Grandy asked if they needed the board members approval, then it had <br /> to go town meeting and get a two-thirds vote there. Then it had to go to <br /> the Commonwealth of Massachusetts Legislature for another tiro-thirds <br /> vote. <br /> Mr. Harrington stated that it actually had to go from the board to the DEP. <br /> The DEP gets a shot at the technical review and then it goes to town <br /> meeting, as was his understanding, The DEP will also review the technical <br /> aspects of it. It was by no means going to be an easy task. It was going to <br /> be ars additional lengthy process. <br /> Mr. Weinstein added that unless they warted to waive the town meeting <br /> and legislature. <br /> Mr. Harrington stated that they did not have the right to do that. <br /> Mrr. Ball asked Mr, Weinstein if he had read the letter. <br /> Mr. Weinstein stated that he had read it. i <br /> Mr. Harrington added that they were just the first cog in the process. The <br /> board had approved it before, It was in the board's interest to approve it <br /> again. They still had the right to put the conditions on it. But, he felt that <br /> the counsel had made the proper request. <br /> Mr. Santos asked Mr. Harrington to confirm that this board had approved <br /> it. <br /> Mr. Harrington stated that they had approved at least the technical <br /> i aspects as far as meeting the nitrogen loading. There was a letter from <br /> j Mr. McQuaid, that he had reviewed the overall acreage and the Nitrogen <br /> loading aspects. But, he felt that there was a question whether the whole <br /> board had actually approved it. <br /> Mr. Santos stated that this type of situation carne in front of the board a <br /> couple of years ago with another house that they wanted to use that lard <br /> in Holland Mills. <br /> t <br /> Mr. Weinstein interjected that this subdivision was the Great Hay <br /> development. The other situation was ars individual homeowner in Holland <br /> Mills, which was a different scenario. <br /> Mr. Santos recalled that they basically wanted to use that property and <br /> the board carne out and said no. They could have said yes and moved it on <br /> to the DEP, They wanted to use the land that was set aside for open <br /> 6 <br />
