Santos seconded the motion. Motion passed.
APPOINTMENT: Demos Young - coffee Roasters
Mr. Young began by stating that he was here in response to the letter he
received. He felt that this situation constituted a severe personal
hardship for the following reasons. He was unaware of this particular
situation, He had the well checked and analysis done. He didn't think it
was a bad idea. He just recently, unfortunately, taken the business back
from the people he sold it to. It has cost him a let of money,, He has had to
repair the roof in the last month at a severe expense. He was going to
update the EPA control system at the plant. But, it was 1years old and
he had cormmitted $25,000.00 to have it revamped so that it stayed that
way. It was just a lot of money for therm to put out at this time. They have
-nearer used the water to drink. They have always purchased bottled water.
They did not give water to people unless it was bottled. Having said that,
he wondered if there was someway to ease their way-into it in the future.
He would be very happy to do-it. He didn't think it was a bad idea. But at
this point it would be difficult to manage it.
Nis. Grady asked Mr. Harrington to explain the current situation.
Mr. Harrington stated that there was a request for the location of wells in
the area by the DPW because they were putting the access road down
through Rte 130, He checked and found that coffee boasters still had
their well. Also, while looking in the folder, he found comments from Orin
Evans, the previous health inspector, to the ZBA in 1997 that Coffee
Boasters should be connected to town water. That comment was taken by
the ZBA and written into one of their special permits for the facility to be
tied into town waiter. so basically the ZBA was going to have to take care
of their own violation of their on special permit. But, also for the foots
establishment permit that the board issues, it was the federal food code
not the state code, which was adopted in 2001. This requirement was new
to him also, because it was new to the state when it adopted the federal
code in 2007. There, as ars annual requirement for a food establishment
to sample and analyze their private wells. Based on that fact the board of
health made a comment seven years ago for therm to connect up along
with an annual requirement for the testing, which had not been dealt with
was the basis for the board to address this issue and why they were here.
Ills. Grady asked the other board members for comments.
Mr. Santos asked if he was still not hooked up to town water.
Mr, Young responded that he was not hooked up to torn water.
7
