to clean up the water. That was their bottom line#-They open did not up
the hornet's nest with the DEP and the discharge permit. They basically
said that if it was over 600 GPD they wanted a denitrification systerno
They did not state what type they had to use. He had to agree with the
gentleman from arbo's in a lot of ways. it nearer should have gore this
far. But, it had nothing to do with this board. The bottom line was that
they had bent over backwards more so and had never gone this long
without a set of plans in front of them or something, They set deadlines
and next thing they new they had another system and then a sewer line.
What they needed to do was to put this to bed. He was sick and tired of it.
They needed to make a decision. They were going to go back to 1995 or
put an alternative system in the ground. They had to come up with a dead
line. He did not know how the other board members felt, It was his
opinion. He felt that Mr. Harrington was right. Either way they were not
going to make someone happy.
Mr. Harrington stated that they had plans in front of theta. But,
unfortunately they went to the DEP; They did have.some Plans and Mr,
Ha air was diligent in getting therm to the board. But the DEP had been a
major player in this situation. He couldn't fault Mr. Haliar because he had
been diligent and had never backed away from doing something as far as
getting the denitrification system in the ground, But, he had run into
major roadblock as far as getting DEP approval, But, he felt that there
were additional things to look at before they jump into reverting back to
the 1995 numbers. But, again that was up to the board. He hoped he dill
see it. It was pretty important either way, If he was sitting in the board's
shoes he felt that they would want to get some additional opinions before
they made that type of decision. But, he would leave that up to the board
members to decide.
Mr. Bali wanted to see therm go forward and spear to the DEP about the
outside seating and the seasonal gallons that they were' not using in the
wintertime, add it into this bringing it under the 10,000 CPD and
everything would go awry. He would like to support therm on this.
Mr, Santos felt That his interpretation of Title V was that the system was
designed for maximum flow. It did not state what day of the year or how
many days of the year that it met the maximum flow,, That was hover he
interpreted it.
Mr. Ball interjected that he felt it was worth a shot since it had never
been done.
Mr. Santos didn't disagree with Mr. Ball. But, when they went to the other
end of things and determined that the system was not designed to handle
the maximum amount of flog for 11X" amount of days in the summertime,
1
