• Mr. Monteiro had to agree with him. The thing was did they start from a <br /> certain date when the systems were installed for example March 318 , <br /> 1995. So from that point forward you could use the cameras for anything <br /> prior to that. You couldn't require them to expose the D-box and the <br /> leaching pit. Prior to March 31", 1995, Title V was basically Title V from <br /> 1978. The oversight on that wasn't as strict as it was from the 1995 <br /> regulations. So he would say if you wanted to do something like you need <br /> to find a cut-off point. Was this system put in prior to that date? If it was <br /> dig it up. If it was not you should most likely have plans on file anyways. If <br /> they did have approval on them, they should be within 1211 of grade. <br /> Ms. Grady asked Mr. Harrington if he was in agreement with this <br /> recommendation. <br /> Mr. Harrington was not in agreement with Mr. Monteiro. He felt that the <br /> covers needed to be raised no matter what or how old the system was. <br /> Mr. Santos was in agreement with Mr. Harrington. <br /> Mr. Graci felt that Mr. Harrington should then go back to the original <br /> installer. That was what Bourne did. <br /> • Mr. Ball felt that they should go back to the installer and the inspector. <br /> Mr. Graci felt that they should go back to the inspector who could be the <br /> board of health or the engineer. <br /> Mr. Monteiro stated that the engineer had to sign off on the system. <br /> Mr. Santos interjected that up until about a year ago. The board of health <br /> did not do any final inspections on completed systems. It was up to the <br /> installer and the engineer. He was not going to bad mouth anybody. But, <br /> corners got cut and things don't get raised up. He didn't want to suggest <br /> that from 1995 or beyond was installed perfectly. Nobody does it <br /> perfectly. It could very well have been an honest mistake. Maybe they just <br /> forgot or whatever. Now they were going on assumptions. Then their <br /> names were on it or the board's name was on it. The next person goes to <br /> sell it and the next inspector goes out there and determines that there <br /> was no cover six inches down. They were going to come after the <br /> previous inspector and the board in regards to the date. <br /> Mr. Monteiro asked if he could propose a scenario to him.
