Mr. Santos interrupted Mr. Monteiro and stated that he did not want to get <br /> • into all of this. It was getting old as far as he was concerned. He did not <br /> want to get into car scenarios. <br /> Mr. Monteiro interrupted Mr. Santos and stated that the thing was that it <br /> was in their hands when they decided what wanted done. You take it back <br /> to Midas... <br /> Mr. Santos interrupted Mr. Monteiro again and stated that he did not want <br /> to listen to it. They could close it to public comment as far as he was <br /> concerned right now. They were trying to work with people and he felt <br /> that it was getting far-fetched and out there. <br /> Mr. Harrington stated that the homeowner was ultimately responsible for <br /> it ultimately. But, once the contractor leaves and they sign off on it. The <br /> homeowner owns it. It was their responsibility to pay for it and bring it <br /> into compliance. If at any point in time another owner could have said <br /> when they bought the property. Was the system in compliance? Even <br /> under the old code and even before there were inspections required with <br /> the 1995 Title V. Any owner at any point in time could say when they <br /> bought the property and had the septic inspection done as part of the <br /> housing inspection. Are my covers up to code? <br /> • Mr. Monteiro stated that the average homeowner did not understand it <br /> though. <br /> Mr. Harrington felt that it was still well within their right and part of their <br /> buyer beware. They need to get the systems more into compliance. They <br /> were just perpetuating the problem. If they didn't act upon this to bring <br /> the systems into compliance. The way they have the inspection regulation <br /> the state code right now. The next person who inspected it was going to <br /> have those covers up to where they are supposed to be. <br /> Mr. Ball asked if they were meeting the state code right now. <br /> Mr. Harrington stated that they do inspections everyday. They were going <br /> beyond it. He was asking the installers to go beyond the code right now. <br /> Mr. Graci said that this was all done within the last year. <br /> Mr. Harrington stated that this was correct. <br /> Ms. Grady suggested that they wrap up the discussion at this point.
