t
townawide DCPe. It was basically a document for the designation of
districts for critical planning and concern. He was unsure if anyone had
seen it on TV. A lot of the conversation was based on the traffic
congestion around the rotary, which they all knew was a nightmare.
Public comment, local comment, planning beard and the selectmen were
beating up on the rotary. It was the only topic of conversation.
Mr. Harrington injected that it was all of the development that had already
been approved twenty years ago.
Mr. Santos stated that with the wisdom of the planning beard, they went
ahead and made a motion, which was seconded and approved by a
member of the planning board, They voted to go with a town-wide DCPC.
Basically over 50 residents in town were all like clapping. They then tried
to put the heat on the selectmen. The selectmen were not ready to do
that, He had to agree with the selectmen because they wanted to see
what they were going to put in the document before they voted to agree
on it or not. The planning board was just putting the cart before the horse.
He didn't know if it was politically driven or not. But, they made the point
that this was the way they wanted to go. Any board such as the board of
health could request a DCPC from the cape cod commission. It had
nothing to do with 40131s. They would just go right around the DCPC.
Mr. Harrington stated that it basically forced everyone to go 40B, That did,
away with all of the zoning requirements.
Mr. Santos stated that it would put a freeze on everything. Zoning could
change their regulations to get more control in place. He felt that
developers were probably going to try to get these plans submitted now
before the DCPC goes through and the whole nine yards. If it was
submitted to the cape Cod commission right now, The cape cod
i commission would place an automatic freeze on everything in town for 45
days until they looked at it and reviewed. It could get drawn out for
another 60 or go days until the next phase. That was basically what they
were trying to do. A lot of people took offense because he really didn't
understand a lot of the DCPC. Margo Fen from the Cape Cod Commission
was there, she was very knowledgeable on this because she was not
stumped at any question Basically she said that on Mashpee Commons a
majority of the stuff was exempt. It was either waiting for studies to b
completed. Mashpee Place was exempt because it was-already in front of
the Cape cod Commission, Like the Tawlanian Project had already been
approved by the town, so they were exempt. If sloe Blow wanted to come
i
in and put something n next to the new senior Center. The DCPC could
stop it and make him wait until the new regulations were in place, so
basically all their concerns at the last two meetings were for issues that
