Request est for Review& signature of Letter of support for county 1l/A <br /> Management Program <br /> m <br /> Glen Harrington distributed to the Board members a copy of the Letter of Support for the <br /> Barnstable County I/AOn-Site Wastewater Treatment System Management Program. <br /> The letter states that the Board of Health recognizes the need for an effective <br /> management program for oversight of the system and understands the need to create a <br /> long terra funding mechanism to support a county staff position to administer the I A <br /> Management Program, and therefore endorses the proposed plan of the Barnstable <br /> County Dept. of Health & Environment to charge system operators an annual fee for use <br /> f the data base, based on the number of systems operated. <br /> The Board discussed the letter and offered two amendments to the wording of the letter. <br /> Bunton Kaplan made a motion to approve the amended Letter of support for the <br /> Barnstable County Crept. of Health and Environment IIA On-Site Wastewater Treatment F <br /> System Management Program. Kalliope Egloff seconded the motion. All approved. <br /> . Review of Preliminary subdivision Plan: illowbend country club, Inc. <br /> viliowbend Country Club, Inc. submitted a preliminary plan of property located in <br /> rlashpee for approval as a subdivision as allowed under the subdivision Control Lame <br /> and the Mules and Regulations governing the subdivision of Land of the Mashpee <br /> Planning Board. <br /> Glen Harrington recommended that the following three conditions should be net: <br /> 1. Storm drainage retention basin must have a subsurface leaching component <br /> 2. Properties shall be serviced by the Willowbend sever system treatment plant) <br /> 3. Building permits shall not be approved until the demolition of all existing <br /> structures and septic systems is completed. <br /> Burton Kaplan made a motion to approve the preliminary subdivision plan provided by <br /> Willowbend Country Club, Inc., subject to the above three conditions as recommended <br /> by Glen Harrington. Kalliope Egloff seconded the motion. All approved. <br /> . Smoking Ban Request uest y Town Manager Joyce Mason <br /> Glen Harrington reported that Joyce Mason had approached hien with the request that <br /> the Board of Health consider placing a ban on smoking,on the Town's municipal <br /> properties, to be followed up by the offering of a Smoking Cessation program. <br /> i <br /> Discussion followed regarding-the extent of the municipal properties that would be <br /> covered under the ruling. Also in question was how the regulation 'Would be enforced. A <br /> concern raised was the question of the Town's liability under Workmen's Compensation <br /> in a situation, for example, wherein a town employee left the workplace during work <br /> hours to smoke, and injury should occur to the employee while off the municipal <br /> property. <br /> Glen Harrington stated that he would go back to Joyce Mason for clarification as to what <br /> municipal properties she had in mind for inclusion in a smoking bare. The Board <br /> members agreed that they were willing to undertake the request by the Town Manager <br /> to consider the proposed smoking ban, and would revisit the issue at the next BOH <br /> meeting. <br /> 2 <br />
