She pointed out to the Board of Health members that any fee for
inspections at all would be a hardship to the housing authority. Someone from Housing Assistance
Corporation was also in attendance to discuss the regulation and how it appears to be discriminatory in
that it only requires those receiving housing assistance to have the inspection. The members asked if
Mrs. Botsford would work with Glen Harrington to make changes to the regulation so that the housing
authority would be exempt from the fees they will be charging and she said that she would.
OLD BUSINESS:
Bree y Acres Expansion update: Mrs. Botsford reported that there was another meeting with the town but
they did not bring any hard figures to the table. It is imperative that the project rove forward one way
or the other very soon, as there are funding round deadlines that will need to be met. Although we
would like to tie into the high school treatment facility, if it doesn't work financially, and/or if they don`t
get us the figures we need to make that determination, we will need to ,move on with the original plans,
Mrs. Botsford told the board that she will keep them updated.
NEW BUSINESS,
Fiscal Year 2010 budget: discussed earlier
Asher"s Path transition from Peabody Properties; Mrs. Botsford reported that a lot of work has been done
to try to ,Hake the transition from Peabody Properties to MHA a smooth one.
Mrs. Botsford met with the bank on Saturday, January 2 to start the process of opening accounts for
EAFishAsher's Path LLC(the Asher"s Path owner entity that we manage for). Mrs. Botsford has
ordered checks and as soon as they come in she'll be able to process the first accounts payables. Forms
to allow board members as authorized signatories on the accounts were distributed so that all can sign
checks.
Mrs. Botsford reported that we reached a major road block in tenant selection when the web-based
program used for Asher's Path was shut down by Peabody Properties on January I without any assistance
to rake plans or preparations for the transfer of the website from Peabody Properties to the housing
authority. This prevented us from doing anything related to applicants or residents for 2 whole weeks, as
everything is done using the database.
Mrs. Botsford reported that she received the Management Contract from MassHousing which I have
executed and retuned to therm for final signature. .
Mrs. Botsford reported that leases have been signed for all residents at Asher's Path for effective January
11 2010. Residents have received a copy of the new, lease for their records.
Mrs. Botsford reported that she and Torn Joy met with Peabody Properties to go over and sign the
contract for their limited oversight, and to review bookkeeping, accounting, and reporting procedures.
There was a disagreement on ghat had been previously agreed to and Torn and she had a phone
conference with then the next week about this. Tom has no experience in doing accounting for the tax
credit program so he is not very comfortable with the reporting requirements. A short discussion ensued
regarding hover to proceed with this and it was decided to table the issue pending how the first quarter
reporting goes.
- -
