Rent Dl in ncie # Mrs. Botsford stated we had all rents paid in full at Breezy Acres but we have one <br /> resident at Homeyer Village who has not paid their rent. There are special circumstances that Mrs. <br /> Botsford will discuss during correspondence. We still have one unit vacant at Breezy Acres, which we <br /> hope to have filled by the end of May or early June. <br /> A motion was made by Mr, Laporte and seconded by Mr. Ho eyer to accept the treasurer's <br /> report as presented. The notion was adopted. <br /> E E UTIVE DIRECTORS REPORT: <br /> I rs. Botsford remarked that she had mailed her report to the board for the month of April and it is <br /> attached to these minutes as Attachment A. <br /> Mrs. Botsford provided an additional short written report, which was discussed. The report was as <br /> follows: <br /> 0 The waiting list has opened for the 705 family <br /> 9 I plan on attending the annual Mass[ AHRO conference in Falmouth the week of May 22. <br /> OLD BUSINESS: <br /> Barnstable Housing urthor Section 8 Vouchers. Mrs. Botsford brought the board up to date on the <br /> correspondence that had gone back and forth between herself and Thomas K. Lynch, Executive Director <br /> of Barnstable Housing Authority. Mrs. Botsford had forwarded a drafted letter in response to his last <br /> letter and asked for any changes or input. The consensus was that the drafted letter was an appropriate <br /> response. Mr. Ho ever stated that if they did require copies of a lot of paperwork, they would need to <br /> pay the fees for copying it. <br /> Budget status and office hours: Mrs. Botsford stated that through attrition over the past 2 years we've <br /> gone from about 30 Section 8 vouchers down to about 20. After Barnstable takes back their 11 we will <br /> be down to 9. Mrs. Botsford stated that she had met with the fee accountant and discussed the financial <br /> impact this will have on our budget. It will result in approximately a $12,000 reduction in administrative <br /> money.— most of which is used for salaries. we do have a good amount of reserves i.e. savings) built <br /> up in the Section 8 account, but that will only carni'us for about 9 more months at our current spending. <br /> The fee accountant suggests waiting to make any decisions right away—he thinks that DHCD may be <br /> announcing a new E.D. salary schedule and that could help us. A letter to DHCD when we submit our <br /> next budget could help as well, as the M VP program, at its current administrative fee, does not fairly <br /> carry it's weight in the budget. If there were no increases in salary allowed by DH D, or not enough of <br /> an increase to make up for the loss on the Federal section 8 salami monies, then we would be looking at <br /> decreasing administrative salaries significantly. A short discussion ensued and.it was,agreed to wait until <br /> after the summer to see where things are. Mrs. Botsford mentioned that now that the B U (Bedroom <br /> unit) numbers were down, per DH D's schedule, the office hours could be adjusted down to 24 hours per <br /> week. She just wanted the board to be aware of this change, which gill go into effect on June 1. <br /> Board.vacan _: Mrs. Botsford stated that theme were no letters of interest received for the board vacancy. <br /> She has advised the Town Clerk. <br /> herPath: E.A. Fish proposed contract.and Ground lease: Mrs. Botsford reported that she has been <br /> negotiating with E.A. Fish on the language in the Ground Lease and tetter of Intent (they granted to <br /> change a couple things) and yesterday I signed both documents. A copy of the signed Letter of Intent <br /> was provided to all board members. The Ground lease is pretty much unchanged. As an update with the <br /> project, E.A. Fish reports that it has submitted its application to DHCD for site eligibility (the first step in <br /> the permitting process) and has reported that they hope to start the 40B application with the town by the <br /> end of June. There is one funding round in September 2006 and another in February 2007 for LIHTC <br /> program. <br /> Page 2 of <br />
