Assistant Town Planner has been of great assistance to her as has <br /> the Building Department. Her team has met to review the <br /> constructional and reconstructional issues of the existing <br /> building. Traffic, parking, and site issues have also been <br /> examined as they relate to this project. She spoke to the <br /> presence of the library within the community, as well as to <br /> addressing the needs of the children, young adults and the <br /> elderly. <br /> Ms . Powers reviewed the history of the Town, the location of <br /> various historical buildings, Mashpee Commons and the anticipated <br /> impacts on the long range planning of the library facility. She <br /> stressed the importance of master/growth planning. She made <br /> reference to reduced drawings of the existing building noting <br /> construction and design issues. She pointed out the difficulties <br /> associated with construction of a second floor; and noted some of <br /> the parking problems. <br /> Ms. Powers spoke to siting the building properly so that it <br /> can be expanded to meet the existing and future demands of the <br /> Town. She explained that the library can currently provide <br /> service to the Town without expanding the staff. If possible, <br /> she advised that the library facility be connected to the Common <br /> rather than being separated by the position of the road. She <br /> stressed the importance of presenting a stronger presence within <br /> the Town as the library, as well as being an important Town <br /> building. She also cautioned the Committee to maintain a <br /> manageable landscape setting. <br /> Ms . Powers then made reference to handout materials she <br /> had provided, "Mashpee Library-Approach Sheet", Phases, Gates, <br /> Mission Statement, Program Goals, and Library Consultant. Ms . <br /> Powers stated she feels a library consultant to be extremely <br /> important on a project such as this. The first step in the <br /> process being to determine the library mission statement and <br /> program goals . Review of the historical documents, evaluation of <br /> Town mission regarding relationship of library with the Town <br /> center, the Historic District at Town Hall and the Mashpee <br /> Commons phase plans . Secondly, to program and organize functions <br /> and adjacency requirements; to assure that all of the preliminary <br /> work has been carefully prepared; and lastly, organizational <br /> diagrams which address the specific needs of the community. <br /> Gate #1-Comparison of cost benefits of renovation, <br /> reconstruction and addition to new construction. According to <br /> the stipulations of the Building Code, this level of renovation <br /> is considered to be a new building, which means all parts of the <br /> building are required to be accessible. Cost benefits should be <br /> examined closely (the type of additional structures to be built) . <br /> An assessment report based upon examination of the entire <br /> existing building to be provided. <br /> 2 <br />
