Board of Appeals Minutes - rune 25, 1997 <br /> 2, <br /> Dunkin' Donuts -Requests a Special Permit under Sections 174-25.E.1, 174-25.E.2 and <br /> 174-25.H.6 of the Zoning By-laws for a donut and coffee shop with an accessory drive <br /> through window and one retail store on property located in a C-2 zoning district at 401 <br /> Main St. (Map 28, Block 10)Mashpee,MA. (Owner of record; Amancio S. Correia). <br /> Members sitting: E. Govoni, J. Regan, M. Makunas <br /> Attorney Kevin Kirrane explained that the applicant hired a consultant to study the traffic <br /> at the site. He reviewed some of the design guidelines from the proposed comprehensive <br /> Plan and stated that the proposed building and landscaping conformed to these standards. <br /> He said the project conforms to current zoning. Patrick Dunford, traffic engineer, <br /> reviewed his traffic study. He said Dunkin' Donuts attracts from commuter traffic in the <br /> morning and will draw in 12% of peak traffic. He estimated this site would draw in 15%. <br /> He estimated 170 vehicles entering site in the morning. Mr. Nelson asked if the store <br /> would slow down the traffic and Mr. Dunford responded that he would not expect <br /> noticeable delays or backups in either direction. Mr. Govoni questioned how much traffic <br /> might come from Town Hall employees. There was a discussion of truck traffic on Route <br /> 130. Mr. Dunford said the site driveway would not accommodate very large trucks. Mr. <br /> Guerrera suggested an additional right lane for access to site and Mr. Dunford said these <br /> lanes could cause more problems. Mr. Dunford said he considered there was enough sight <br /> distance in both directions to allow cars to exit safely. Mr. Guerrera asked about traffic <br /> lights at the intersection of Route 130 and Great Neck Road North and Mr. Dunford said <br /> the area was included in the Town comprehensive plan for many improvements and that a <br /> traffic light might not improve the situation. Mr. Makunas noted that the large trucks will <br /> park on Route 130 as they now do on Route 151. <br /> Mr. Govoni stated that the Board needs a consultant to interpret the studies and that the <br /> Board has the authority under MGL Chapter 593 to require a consultant at the applicant's <br /> expense. Mr. Regan agreed and said that the issue is public safety. Comments were <br /> received from members of the audience suggesting that traffic studies be conducted in the <br /> summer when traffic is heaviest, the boat landing is open and the bike path is in greater <br /> use. <br /> Mr. Makunas moved to continue this hearing to July 23 and invoke Chapter 593 to get a <br /> consultant for the Board. Mr. Regan seconded. All agreed. Mr. Govoni asked Kevin <br /> Kirrane, counsel for Dunkin' Donuts, if they would agree and Mr. Kirrane said he would <br /> check with the applicant. <br /> The Board adjourned for five minutes. <br />
