Board of Appeals Minutes—April 28, 1999 3 <br /> Mr. Nelson questioned what the applicant proposes to do to improve the road since it is <br /> not 20 feet wide. Mr. Regan stated that when this particular subdivision was approved <br /> over 15 years ago,the Planning Board purposely reduced the requirement for the width of <br /> the road since Punkhom Point is an old ancient way. <br /> Mr. Nelson questioned if the applicant would have a problem installing a sprinkler <br /> system since the road is not really accessible for any kind of emergency vehicle. Mr. <br /> Nelson suggested that the road should be graded to 16 feet wide. Mr. Slavinsky stated <br /> that the applicant would be happy to comply with that condition. He also stated that the <br /> area below the property is a shellfish area. <br /> Mr. Slavinsky stated that the existing cesspool will be removed and a denitrification <br /> system for the five-bedroom house will be installed. He stated that it is called a "fast <br /> system"which takes approximately three months to take effect in reducing the nitrates. <br /> No comments were received from abutters. <br /> Mr. Nelson moved to grant the Variance allowing the applicants to construct a dwelling <br /> on an unpaved road, subject to: <br /> • criteria: 2,3,4. <br /> • findings: 2. <br /> • that the property from the westerly property line for a distance of 200 feet <br /> along the road shall be graded and widened to 16 feet. <br /> • that a NFPA 13-D sprinkler system will be installed in the residence. <br /> • that the applicants have pre-existing rights because of the existing shed. <br /> • that the removal of the cesspool and installation of a denitrification system <br /> will be an improvement to the property. <br /> • lot coverage is only 5%. <br /> • pending confirmation that the Conservation Commission has approved the <br /> project. <br /> Mr. Guerrera seconded.
