Board of Appeals Minutes - September 23, 1992 3 . <br /> Mr. Govoni seconded Mr. Makunas ' motion. All agreed. The Board <br /> recessed at 8:05 to conduct an Executive Session. <br /> Mr. Friel reconvened the meeting at 8: 35. He informed the <br /> members of the Board that the Conservation Commission wants <br /> to modify the 70 ' dock limit and permit longer docks in deeper <br /> water. <br /> Mr. Friel explained that the Board was interested in the concept <br /> of the transfer of the flea market permit and extending the <br /> length of the permit but in order to accomplish this the Board <br /> needed some direction with future plans, parking pians, how <br /> many vendor locations, where golf course would be relocated, <br /> landscaping etc. He said the plan could be conceptual but a <br /> site plan was essential. He asked them to extend the time limit <br /> on the hearing calendar. <br /> Mr. Kirrane asked if there were any additional things the Board <br /> wanted delineated. Mr. Govoni said the parking was a major <br /> issue. He also said that the Board of Health wanted to retain <br /> control on the sale of produce. <br /> Mr. Friel said a conceptual plan for the next five years would <br /> be a starting point. Mr. Kirrane said that in order to invest <br /> what is a required that even a ten-year permit duration is not <br /> something that would work. He said a permit can be structured <br /> to automatically renew unless there is some reason not to. <br /> Mr. Makunas asked what time frame they wanted and Mr. Kirrane <br /> replied that they would like a permanent permit. Mr. Siegel, <br /> attorney for Mr. Talanian, said it could be self renewing. <br /> Mr. Talanian said that the improvements he makes are forever. <br /> He said he had committed to half of the $150, 000 quote from <br /> Greg Taylor for the paving of Donna' s Lane, 25% of the <br /> signalization, and half of the construction of sidewalks and <br /> bicycle paths. He said two or three acres would be cleared <br /> at the main entrance opposite Shellback Way for parking. He <br /> said he wanted to plan the mini-golf (right of Liquor Warehouse) <br /> and set up all of the perimeters of the property. He said he <br /> would like to find an anchor tenant. <br /> Mr. Makunas asked how the off-site improvements affect the flea <br /> market. Mr. Kirrane said they would improve the flow of traffic. <br /> Sam Sirkis, a resident of the Town, said he not know why the <br /> Board of Appeals cannot issue a permit based on a definitive <br /> plan from Mr. Talanian and Mr. Marandola. He said he considered <br /> the flea market an asset to the Town. <br /> Mr. Kirrane said the Board wanted some improvements. Mr. Friel <br /> said the Board was concerned with the use as a flea market. <br /> Mr. Siegle asked how they could get to closure. <br />
