Board of Appeals January 8, 1992 4 . Mr . Makunas moved to grant the Special Permit with the conditions from Water District and Board of Health and that pormit run to January L , 1993 > He suggested if Mr . Harwich have a change of plans he should return to the Board . Mr . Govoni seconded . All agreed , Johi—GonRlIT - Requests a Special Permit under Section 174-25 . Q9 of the Zoning Dy- laws for permission to operate a wholesale and otarago business in an T- 1 zoning district on property located at 60 Echo Road ( Map ) 9, Block 5 ) Hashpee, MV Members sitting : M . Makunas, J . Friel , Y . Govoni Plans were presented from Mr . Gonella which had been approved by the Water District for use of part of the land for storage of boats/vehicles . Judy Mills said that this board has the power under d Special Permit to require road improvement . She staked that the Board could condition .:.be permit to require owners to participate in the improvement of the roads . Mr . Friel explained that the Town has had four buoinesses lail on that road . He said the Board had new owners coming in trying to start new businesses . He said there is no mechanism in place for the road improvement and the Town will be driving them out again unLoss they can come up wiKk a joint plan among themselves . He said he would not want to condition their special permits . Ms . Mills explained that the liquor license on the road was conditioned by the Selectmen to require road improvemont . Nancy Caffyn, a Nashpee selectman, reviewed the liquor liconse renewal and the conditions imposed . Mr . Makunas asked if Town Counsel had submitted the conditions in wriking and requos ked that the Board receive a copy . Mr . Govonj said that if the road must be brought up to the Town specifications it would be expensive . Ms . Caffyn said this was not required , Mr. Govoni said all permits should he worded the same , Mr . Govoni moved to grant the Special Permit after considoring the wording which might help in upgrading the road . Mr . Friel, seconded subject to the review of the language . All agreed .
