tough for regulatory reasons.
Tom's idea is that the district is tied together by the story, but not necessarily contiguous. 0,
thinks that Lowell has a non contiguous district, joined by the canalthought Mashpee River
could connect the district
Jessica asked if the purpose is to regulate zoning or just to recognize and show importance? You
can honor other sites and places through the National Register. It does not however provide
protection that a local district would provide.
Russell Peter said the purpose is to create a historic district. There are some very significant
areas within that require some regulatory power.
Tom explained the main reason the Committee was created was because of design concerns
within the area, then, when the Corn of going, there was a focus on the history. There is
a pressure to get something done for this f town before something bad happens again.
Earl thinks we want both, regulatory powli nd to honor and acknowledge certain sites.
Keith Johnson asked, if the Main St, area becomes a historic district does that mean no/more
building or are they regulated to certain architectural structures.
Tom said the architectural style will be regulated.
Jessica suggested working with the Historic Commission on historic site signs. A sign, with a
picture and description conveying was once there, or is there now and recognize it and draw
attention to it and interest in it.
Russell said there may have been historic buildings in the district that are not there any longer.
He thinks it is important to re-create a few of those buildings.
Earl explained that the Old Indian Meetinghouse Authority started on a project like this. They
visited upstate New York to view the signs they use at historic sites. They have all the
information and began to pick out sites of importance. Most of then are within the historic
district we're considering.
Mary Kate said Bourne is discussing similar ideas and similar issues. You should establish
criteria for the signs so people will recognize them.
Tom suggesting brining this up with the County,to provide funds and a consistent design for
signs.
Earl asked for more details on the archeological assistance they provide.
Jessica said if the town applies, MHC can help with funding for an archeological survey. It
would be a sensitivity survey, would not be digging sites. She will provide Tom with the
information.
(Earl Mills left the meeting at 5:40 p.m.)
Russell asked to see the baseline study which was done in the 1970's. The Mashpee Historic
Commission has a copy of it. Rosemary said it is pretty basic and missed some of the oldest
houses.
Torn said houses were documented in the local comprehensive plan. Joe Polito has been taking
pictures.
3
