Page 2
funded the position but also town meeting that did not vote to fund
it last year. Mr. Fudala stated that it is crucial that he gets
help. He would not mind it funded by a lump sum or even a
temporary position without benefits, although he felt it would be
less difficult if benefits were offered in finding a qualified
person. He also stated that if he can't get assistance then he
needs some direction on priorities. He stated that his job
description for this year included the comprehensive plan, but many
other projects have been completed by him. Ms. Greelish informed
him that unfortunately the funds were not there. She felt that the
challenge was on the Board of Selectmen to decrease the number of
projects that is assigned. Ms. Caffyn mentioned that it is not the
Selectmen who are creating projects for Mr. Fudala, but that
responses are needed for certain questions that arise and Mr.
Fudala is the department who has the knowledge to find the
information, etc. Mr. Baker thought the Selectmen could help Mr.
Fudala by letting him close his office door to the public three
days a week. Ms. Caffyn felt that a possible funding source would
be the Eco. Devel . line item totalling $13 ,000. Mr. Vaccaro did
not feel that the $13,000 should be transferred. FinComm members
asked Mr. Fudala if he even felt that he could find an employee for
$13,000? He was not sure. Ms. Mills asked whether the grant money
from the Cape Cod Commission has been received? The answer was no.
Mr. Goggin suggested moving on to another department. Everyone
agreed that this would be discussed at a later time.
FIRE DEPARTMENT
Sheldon Hamlin was at the meeting on behalf of the Acting Fire
Chief, Mr. George Baker. He was unable to attend tonight due to
special training. The Fire Department was present to request a
1993 Sedan. He explained that it is not intended to replace a pick
up truck but supplement what the department has. The proposed uses
for the Sedan are inspections, training, education, and paramedic
coverage. Mr. Hamlin explained the options of obtaining this
vehicle would be by purchasing at $13 ,292 with the addition of a
radio and limited slip rear end and would then become the new
chief's car. The second option would be to lease the vehicle.
Mr. Baker stated that the Finance Committee recommended financing
the ambulance only at $90 ,000. He also stated that he spoke to the
chief in great detail about not agreeing with the purchase of an
automobile. The pick up trucks have been used in the past for
other departments after being retired from the Fire Department. He
felt that if an automobile would be acceptable then why not request
a purchase of a two wheel drive pick truck. Mr. Dunivan explained
to Mr. Hamlin that the Finance Committee is trying to set an amount
aside for capital things for the future, in order to purchase them
with cash rather than borrowing. The discussion ended with the
Finance Committee acknowledging the request but informing the Fire
Department that they were only recommending the ambulance this
year.
