Page 3 <br /> COUNCIL ON AGING <br /> Christine Donovan, Director, was present on behalf of the Council <br /> on Aging. Ms. Greelish questioned the position budgeted at 24 <br /> hours but actual hours worked by the employee was only 21. Ms. <br /> Donovan explained that it is a 24 hour position, but the secretary <br /> takes one hour unpaid lunch each of the three days worked. Ms. <br /> Donovan felt that it would be easy enough to make the adjustment <br /> for the secretary to work the three extra hours. originally this <br /> position was a 40 hour position and the employee asked that it be <br /> reduced to due personal circumstances. Ms. Donovan questioned the <br /> Finance Committee's decision on the department's expenses. Mr. <br /> Dunivan stated that the committee felt that with the new building <br /> the analysis would be a little different than that of the old <br /> building and it was left open for future requests, should they <br /> arise. Ms. Donovan mentioned that the center has six new <br /> telephones, a new telephone system, which will increase monthly <br /> fees. She also mentioned that the air conditioning is not complete <br /> at this point. There are six employees in that department. Ms. <br /> Caffyn asked how long there has been six employees and whether Ms. <br /> Donovan felt that the center could function with this amount? Ms. <br /> Donovan felt that yes, six was an acceptable number, but that the <br /> changes requested were essential, Lynne Waterman's hours should be <br /> 24 rather than 19 as proposed by the Finance Committee and the <br /> Director should be at 40 hours. Ms. Caffyn asked whether revenue <br /> was coming into the center for its use? Ms. Donovan explained that <br /> not all groups who use the center have the means to pay for its <br /> use, so that there is a suggested donation policy. <br /> POLICE <br /> Chief Frye was present at the meeting to discuss the police budget. <br /> He stated that he agreed to have two dispatchers on with E911 . The <br /> mechanic's hours requested is actually for the custodian. He <br /> explained that Mr. Whritenour has taken care of that. The part <br /> time clerk is used on evenings and weekends (Saturdays) . Mr. Baker <br /> stated that the Finance Committee recommended to fund two clerks <br /> which added up to $1.4,107, which was $3 ,000 less than recommended <br /> for clerks. He believed that it involved the animal control <br /> officer. Mr. Baker questioned why the department needed four <br /> special police officers, when two seemed to work fine in FY93 . <br /> Chief Frye explained that the intent was to work them 40 hours in <br /> the summer. Mr. Baker said that by increasing them from two to <br /> four with 1 at 18 hours and 3 at greater than 20 hours it would be <br /> a $40 or $5o,000 in growth for the department, and at least 3 <br /> people would become eligible for benefits. Chief Frye stated that <br /> special police officers never received benefits. He wanted to hire <br /> a greater amount of special police officer to keep the hours down <br /> on the other regulars. Mr. Baker claimed then if there will be <br /> greater use of SPOs, then overtime should be cut. Mr. Vaccaro <br /> mentioned the revenue to the town in previous years from fines on <br />
