Page 2 <br /> Members discussed the question of pre-paid betterments. Ms. <br /> Greelish suggested that they would add Stabilization to the Warrant <br /> in October. Members felt that the purpose of the Article was to <br /> save the betterment pre-payments for making payments on existing <br /> betterment loans. Ms. Greelish explained that the payments consist <br /> of both principal and interest. The town should not rely on <br /> getting the interest because in some situations the betterments are <br /> paid up front. She also felt that any excess monies should be <br /> placed in the Private Road Repair Account. <br /> LEISURE SERVICES <br /> Members agreed that they were not recommending a new position of <br /> Administrative Secretary for the department. They were going to <br /> recommend two 15 hour secretaries. Members did agree to recommend <br /> Article 24 which requests the reclassification of the Program <br /> Supervisor for the department from a Grade 6 position to a Grade 8 <br /> position $1 ,962. <br /> DEPARTMENT OF PUBLIC WORKS <br /> Members discussed Article 21 which requests the reclassification of <br /> the DPW Director, Greg Taylor to a Grade 20 position. Ms. Greelish <br /> mentioned that Mr. Taylor had not discussed benefits when showing <br /> comparisons of other towns. Maybe his benefits were different than <br /> the surrounding towns which he based his survey. Mr. Goggin <br /> explained that the Personnel Board believed that it should be a <br /> Grade 20 position and that he did not have a problem with it. He <br /> is supportive. Mr. Baker stated that he was supporting it also. <br /> PERSONNEL <br /> Members discussed Article 22 which requests a Personnel Assistant <br /> reclassification from Grade 10 to Grade 12 . There is not a new job <br /> description, but it was stated that Personnel would create a new <br /> description if the Article passes. Ms. Sullivan explained that the <br /> employee in question is at the top level and the only way for this <br /> employee to get a raise is by changing her job description. Mr. <br /> Baker stated that he was in favor. Mr. Ferriday indicated that he <br /> was also in favor. <br /> Ms. Greelish indicated that the 1% tax levy that was being set <br /> aside was down to $19,464 . She asked whether the committee was <br /> willing to place it in the Town Planner's Department? Ed Baker <br /> stated that he was not willing to put it into Salary and mages but <br /> into the Expense Account. He stated that he was not in favor of <br /> hiring an assistant. Ms. Greelish stated that they should leave it <br /> as is, temporarily and members agreed. <br /> With the changes made to the Articles discussed this evening the <br /> committee would be adding to their recommendations; Assessors <br /> $2 ,700 conservation $375; Article 17 $112 (Conservation Senior <br />
