would be unable to fund the circulators, and confirmed that the EPA 319 grant, controlled by the <br /> state DEP, may be an avenue for consideration. Mr. Baker noted that the funds are a 60/40 split <br /> so that Mashpee would be required to provide 40% of cash or in kind services. John Kabat, of <br /> the Friends of Santuit Pond, reported that the preliminary proposal drafted by the Friends to the <br /> Environmental Trust states the total cost of the project as $500,000 and that $60,000 has already <br /> been spent by the Town in order to conduct the study, which would count as matching funds. <br /> Mr. Baker stated that funding had been available from the state, the Cape Cod Commission and <br /> the involved towns to implement an alum treatment at Long Pond in Harwich. Mr. Baker liked <br /> the idea of dredging if funds could be identified but felt that, in the meantime, a short term <br /> solution needed to be considered. Mr. Green reported that the reverse layering process at Red <br /> Lilly Pond was funded by a 319 grant and he has been in contact with the individuals associated <br /> with that project. <br /> Mr. Kabat detailed the letter of proposal that the Friends of Santuit Pond have drafted to be <br /> considered for the Environmental Trust grant. Chairman Cahalane clarified that the Board of <br /> Selectmen would be responsible for signing the letter and not the Environmental Oversight <br /> Committee, further stating that the EOC would recommend a course of action for the pond. Mr. <br /> York stated that the MET grant deadline would be the first and that grants do not typically <br /> exceed $50,000. Mr. Kabat responded that the grants do not exceed $50,000 per year which is <br /> why the Friends have recommended a 2 year grant of$50,000 per year. Mr. York responded that <br /> the amount would fund only one circulator but 6 would be needed. Mr. Kabat suggested that <br /> acquisition of a$100,000 MET grant should lay the groundwork to access more funds from the <br /> 319 grant. Mr. York noted that the preliminary application draft is currently insufficient to <br /> submit. Mr. Kabat reported that the two page preliminary application is due by October 15, 2010 <br /> and that the final proposal would be needed by March 11, 2011. MET funding will be awarded <br /> by July 1, 2011. Mr. York expressed concern about the draft, adding that a determination must <br /> be made to identify who would be responsible for drafting the paperwork for the grant as a <br /> project manager. W. Kabat responded that he is willing to serve as project manager and Mr. <br /> York stated that the project manager will need to be a member of a Town Committee and that <br /> Mr. Kabat is well qualified for the responsibility. The Chair will confirm whether the EOC will <br /> qualify as an appropriate committee. The Chair emphasized the need to have something more <br /> substantial to present to the Board of Selectmen on September 27. <br /> Mr. Baker stated that the Committee must first determine a recommended action to the BUS. <br /> Chairman Cahalane questioned reverse layering's potential for funding. Mr. Green responded <br /> that he felt reverse layering offered the strongest potential for funding through a 319 grant which <br /> would be a joint process between the Town and the Tribe. Mr. Green is gathering additional <br /> information about reverse layering and reported that this round of grants has already been <br /> committed. Mr. Green added that his department will support the Town in any way that they <br /> can, noting the potential for reverse layering. Mr. Baker expressed his concern that there is no <br /> long term data supporting the success of reverse layering and Mr. Green responded that there <br /> was little long term data for many of the methods, including pond circulation. Mr. Baker <br /> responded that there was data available from the Midwest regarding the solar circulators. Mr. <br /> Baker emphasized that a greater effort is needed to halt the inputs to the pond. Mr. Baker <br /> recommended a multi stage approach to addressing the issues in Santuit Pond to include use of <br /> an interim method such as solar circulators, addressing the inputs to the pond such as runoff and <br /> 2 <br />
