7 <br /> Environmental Oversight Committee <br /> Minutes <br /> February 14, 2008 <br /> OLD BUSINESS: <br /> Review of Action Items: <br /> 13. Ashumet Pond Phosphorus: <br /> In mid-January, the Town received a draft agreement with AFCEEIMMR <br /> for funding to support the Ashumet Pond Phosphorus study. The sum of <br /> $47,000 is anticipated to fund the monitoring and laboratory analysis of <br /> Ashumet Pond. The funding would also support the purchase of an <br /> automated water quality device to assist with calibrations. It was agreed <br /> the status of executing the agreement would be further reviewed with the <br /> Board of Selectmen. <br /> 14. Mashpee Pond Water Quality: <br /> The Mashpee Environmental Coalition Pond Water Quality report was <br /> recently distributed to the EOC. It was agreed the report would be <br /> reviewed at the May EOC Meeting. <br /> COMMUNICATIONS AND CORRESPONDENCE: <br /> At the last meeting,the EOC discussed the concept of granting a one-time <br /> tax credit or abatement to residents purchasing a high efficiency washing <br /> machine. Additional research was conducted. Information distributed <br /> disclosed that more efficient front load and high efficiency top load <br /> machines average approximately$300 more in price than the less efficient <br /> traditional front load machines, yet save 7,000 gallons of water per year <br /> and save about$600 over their life in energy and water costs according to <br /> the Energy Star Program of the EPA and DOE. The Town of Mashpee <br /> has an estimated 9600 homes. If the Town of Mashpee were to offer a one <br /> time property tax credit of$150 (half the cost difference)to purchasers of <br /> more efficient machines, and 25%of the 6240 homes using less efficient <br /> machines - 1560 homes -took advantage, it would cost the town <br /> $234,000. The Town would save 10,920,000 gallons of water per year <br /> and the purchasers would save approximately$50 per year in water and <br /> energy costs. Energy Star would provide the necessary qualifying <br /> parameters to assure the Town of compliance with such a program. <br /> It was agreed the Cape Light Compact and Mashpee Water District would <br /> be consulted regarding participation in the rebate program. <br /> A booklet of Energy Star lighting was distributed. <br />
