5 <br /> Environmental Oversight Committee <br /> Minutes <br /> March 13, 2008 <br /> OLD BUSINESS: <br /> Review of Action Items: (continued) <br /> 7) Town-Wide Stormwater Management Plan: <br /> The draft of the Residential Pruner document is being restructured for <br /> ease of distinction and will be reviewed by the EOC at the next <br /> meeting. The document is proposed to provide educational and action <br /> guidelines for the reduction and treatment of stormwater runoff from <br /> residential properties. Recommendations include the creation of rain <br /> gardens and diverting runoff into rooted trees and shrubbery instead of <br /> into streets and storm drains. <br /> At the direction of the Board of Selectmen as it pertains to subdivision <br /> roads,the Planning Board and Department of Public Works are <br /> developing (1) standard for the regulations. Charles Rowley,the <br /> Town's consulting engineer and Catherine Laurent, Interim DPW <br /> Director are reviewing this matter to ensure the document contains <br /> higher standards and to make certain the DPW would conform to the <br /> new regulations that would be imposed by the Planning Board. <br /> Initiatives include stormwater management as part of the overall plan. <br /> Action items include the possibility of establishing protective overlay <br /> districts such as the area of Quinaquisset Avenue along the Santuit <br /> River with the concept the DPW would give more attention to <br /> sensitive areas by cleaning the catch basins regularly and possibly <br /> sweeping the roads more than once per year. <br /> Discussion followed regarding the NPDES PII Small MS4 General <br /> Permit in its fourth year. The current permit relative to stormwater <br /> management regulations expires in March 2008. Items contained in <br /> the annual report include pollution prevention, stormwater <br /> management, and mapping, etc. Ms. Laurent is expected to review the <br /> document with the Planning Board and update the EOC. <br />
