i <br /> Page <br /> Board of Health (Budget) <br /> Trash - Mr. McQuaid that the Trash budget i $6,000 less than the <br /> previous year's budget. $579,291 is the requested amount. The <br /> decrease is true to the transfer costs for Otis. He explained that <br /> all else is constant except hazardous waste costs. He felt that <br /> $10,000 would cover hazardous waste, Ms. King mentioned that the <br /> raises for the agents should be taken out of the budget. Mr, Golub <br /> asked about the possibility of raising dump fees. Mr, Doherty <br /> answered that the board is hesitant to raise them to high for fear <br /> of illegal dumping increasing. Greg Taylor, DPW, was in the <br /> audience and mentioned that it costs the Town thousands of dollars <br /> to clean up illegal dump sites,. When asked about the sale of <br /> commercial stickers, Mr. Doherty answered that primarily it is <br /> landscapers who purchase them. <br /> Sid Golub Motioned that the Finance Committee recommends strongly <br /> increasing user fees. Alec Watt seconded the Motion. Mr. Watt <br /> mentioned that when raising user- fees tax deductibility would be <br /> lost. Nor. Watt would support provided some data is received upon <br /> raising the rates in regard to 'Illegal dumpi g. Mr. Doherty stated <br /> that they could track sticker sales. Members voted -0, Mr. <br /> Taylor mentioned that with the new fee the user be given a bucket <br /> for recycling as an incentive, etc. Mr. Kumin asked how many <br /> stickers were sold last year? Mr. McQuaid answered that roughly <br /> 3200 were sold. There were questions regarding salaries and <br /> longevity. Ms. King said they are in the new inion but that <br /> contract has not been settled. She said to leave everything as is <br /> and she would speak to the Executive Secretary about this problem. <br /> Mr, McQuaid will resubmit his salary requests with 2 1/2 <br /> increases. <br /> Mr. Kumin asked about the human services contracts and in a period <br /> of inflation are these clinic services constant? Mr. McQuaid <br /> answered that they are annual contracts and only Gape Cod Human <br /> services has asked for an increase. Mr, Goggin asked if the Town <br /> receives reports? M o McQuaid answered yes monthly reports. Mr. <br /> Golub asked if the Town was on target regarding the capping of the <br /> landfill? Mt. McQuaid stated that the Town i s waiting for a grant <br /> f $350 ,000 . The Torn is due to receive it in July 1998 and t <br /> close by october 1998. The work cannot be started until the grant <br /> is received. <br /> The Finance Committee voted the trash budget. Dan Goggin Motiohed <br /> to approve $579,219 far a trash budget. dike Kumin seconded the <br /> Motion, Mr. Golub suggested that the budget not contain a problem <br /> number only realistic costs. Mr, Golub felt that all departments <br /> should be asked to not budget unexpected but realistic with the <br /> promise of the Finance Committee that if money rums out. a Reserve <br /> Fund transfer will be given. Ms. King called the vote and members <br /> voted -1 approving $579 ,219. Mr. Golub opposed. The Committee <br /> voted the Health budget.. Dan Goggin Motioned to approve their <br />
