Mr. Golub asked that the committee follow up on <br /> this issue in September and that it be an agenda item. <br /> everrues <br /> Robert Whritenour, Executive secretary, was present at the meeting <br /> to discuss revenues . Mr. Whritenour had provided an analysis of <br /> estimated school Department costs versus recurring revenue for <br /> fiscal years 1993 through 2002 . The Executive Secretary explained <br /> that this was by no means a financial plan, but that he had <br /> prepared this for the Board of Selectmen during budget preparation. <br /> The complete packet, which the Co ittee also reviewed with Mr. <br /> Whritenour contained estimated revenues versus revenues 1997 <br /> through 2002 ; a sample bond payment schedule for 20 years at 5%;- <br /> and Mashpee Public Schools' enrollment projections . Mr. Whritenour <br /> explained that he thought the Town would have a situation of a b i g <br /> spike because of the tax rate and getting the high school open, but <br /> it appears it may be opposite. Getting the high school open will <br /> be tough, but what worried Mr. Whritenour was a spike in the years <br /> 2001 and 2002 due to high enrollment projections by grade levels <br /> and that a very large number of students will be entering the high <br /> school, in 2001 . Mr. Bacigal.upi stated that he didn' t see a major <br /> r <br /> problem with the high school . Mr. Goggin suggested that the <br /> Finance Committee update their Long Flange Play, and at that time <br /> the Conmittee review the figures . Mr. Golub also mentioned that <br /> their are many errors in the packet they were reviewing.. e would <br /> get together with Mr. Bacigal.upi and update this packet with <br /> correct figures . Mr. Goggin stated that the Committee should also <br /> redo the Long Range Plan. Mr. Golub agreed and commented that <br /> Marcia King would also help out. <br /> The Executive Secretary had also prepared a sheet listing the funds <br /> available for offset of the tax levy. .Mr. Whritenour felt that <br /> Mashpee has a good chance of obtain)ng Emergency Growth state Aid. <br /> According to Mr. Whritenour, he stated that there is approximately <br /> $3 million left in this fund and haat Representatives Cahir and <br /> Raushenbach are working very Lard to obtain this aid. Mr. <br /> Whritenour is estimating this amount to be $750, 000 . lir, <br /> Bacigal.upi thought that it may be closer to $850, 000 . Mr, <br /> Whritenour then went on to list the other funds available, <br /> Arbitrage from High School Funds, Available Free Cash, <br /> Stabilization Fund and Overlay surplus Funds totalling <br /> approximately $4t2001000 , Mr. Whritenour, when questioned, i <br /> answered that he felt very strongly that Free cash will be <br /> certified in August. Mr. Goggin was very concerned that it had <br /> happened so lame last year. The Conmittee was unable to place Free <br /> Cash into Stabilization at the October meeting last year and also <br /> was unsuccessful in May, due to a questionable tax flow problem <br /> Mentioned by the Treasurer, Mr. Goggin asked the Executive <br /> Secretary if he had a tax recapitulation sheet? Mr. Whritenour <br />
