1 <br /> 1251 Dispatchers-Overtime <br /> Chief Przybylek noted that on the overtime aspect of the budget,the appropriation for the <br /> cuffent fiscal year is$40,000. He stated that they have already projected to the Executive <br /> Secretary that Mess action is taken,it is expected to go$16,000 over budget or to$56,000 <br /> for this year. He stated that he has a Special Town Meeting article to ever that funding. He <br /> noted that he is trying to take action right now to Keep them within the budget. Next year,he <br /> projected$32,000 for their overtime line item. He stated that the major cause for the <br /> overtime this year has been sick leave far above what was budgeted,particularly on the day <br /> shift. <br /> Chief Przybylek stated that, in looking at the management of the whole operation,he is trying <br /> to impact the staffing in three areas <br /> First,to install the auto-attendant telephone system whereby the dispatchers are no <br /> longer the first ones to pick up the phones. According to their supervisor,this resulted <br /> in a reduction of about 0%of their non-police calls, such as weather,information,, <br /> directions,records,etc. This is the first thing which has been accomplished. <br /> Second,they are seeking a federal grant that was discussed at the prior Finance <br /> Committee meeting,whereby they would install a sophisticated computer system. <br /> Chief Przybylek stated that he Dopes through the Special Town Meeting Article,that the <br /> grant is obtained to purchase that equipment which will decrease their workload. <br /> Finally, and most importantly,the issue of fire and emergency medical dispatching <br /> should be regionalized and taken from thein. The Chief stated that he supports the <br /> removal of this. He feels it is best accomplished at a region level and he feels it would <br /> not result in any unsafe situations. The Chief noted that the Fire Chief is in 100% <br /> agreement with regionalizing. Mrs. Goulart questioned how regional. The Chief <br /> responded that it would be regional to the County level. He said that they operate in the <br /> Upper,Lower,and Mid Cape breakdowns. <br /> Chief Przybylek noted that these three areas are the major things that impact the overtime and <br /> the suing in the Dispatch Center. <br /> Chief Przybylek stated that their next step is to talk to the Selectmen. <br /> O <br /> uestionslomments on Police De artment's Budget: <br /> Mr. Goggin questioned Chief Przybylek concerning the Police Department activity. The <br /> Chief noted that the crime rate is down. He added that they are up in some minor areas; <br /> however,violent crimes have not seen an upturn. The Chief noted that domestic violence <br /> continues to be the object of a lot of their activity. The Chief also commented on the auto <br /> accidents in the Town. He stated that Mashpee has lower accident levels on almost any kind <br /> of comparative basis with diose around us—either by severity or by numbers per thousand <br /> residents. <br /> Mr. Teary cont ended Chief Przybylek and Deputy Chief Cooper on the orderliness and <br /> level of detail in the Police Department's budget presentation. <br /> Chairman watt noted that the Police Department's budget was cut b $70,000 by the <br /> Executive Secretary. Chief Przybylek stated that they are going to go in and tally about <br />
