while the dune nourishment is proposed along most of the Save Popponesset Bay property, except <br /> in the area of the nesting shorebird habitat. They are proposing to raise the elevation of the dune <br /> to elevation 12, They have been working with MA Natural Heritage & Endangered Species <br /> Program. The dura will vary in length because they cannot go below the high tide line (Mean High <br /> Water) on this project. They propose to plant beach grass once the dunes are constructed and the <br /> project will be phased based on funding. All of the money that Save Popponesset Day uses for <br /> their restoration projects cones thru fund raising and so it depends on what monies come in each <br /> year. It will also depend on where the town does their dredging because they will only work in the <br /> areas where we have a wide enough beach profile to create the five to one slope on the seaward <br /> side. She said save Popponesset Bay and the Town have a working relationship. They have been <br /> working on these projects for years. She will be going out doing some monitoring and give the <br /> town some ideas where would be the best to place the sand for the upcoming project and those <br /> are the areas where we typically do the dune restoration because the beach is wider and can <br /> accommodate the slopes for the shore birds. She said they did pass this by Marine Fisheries and <br /> Natural Heritage Endangered species Programs and referred to their comment letters. They both <br /> have time of year restrictions and they want some type of management plan to protect the birds <br /> and they want to see the 5 to 1 slope on the seaward side. other than that, they both gave <br /> approval. She also has received letters from the Harbormaster and Shellfish constable both <br /> approving the project. She said the previous permits have expired so they carne in to renew the <br /> permits. They want td build a spit that is more resilient than was there before. The spit is a habitat <br /> for birds and it also protects the marine habitat within Popponesset Bay and protects the <br /> development around the bay. <br /> Tara stated the Barnstable County dredge does all of the dredging. They typically have the dredge <br /> on the back side of the island and run it over the dune. They use the hydraulic dredge or <br /> mechanical bucket dredge. <br /> Eric Peterson, Save Popponesset Bay, said mass Audubon is onsite when the dredging occurs to <br /> monitor the birds. <br /> Tara said they olid request maintenance in perpetuity because it is an ongoing project with the <br /> Natural Heritage guidelines, Natural Heritage requires review of their permit every five }rears. The <br /> Agent said because it is a repetitive activity the commission has the.authorization to do this under <br /> Regulation 172-7C. They have the authority to expand the permit to five gears rather than the <br /> three gears. He would suggest at the end of the five yearn they can for permit extensions and <br /> they can come in to update the commission to see how the project is going. He said Natural <br /> Heritage and MA Division-of Marine Fisheries have submitted their comments and they have <br /> standard conditions regarding time of year restrictions, monitoring, notification requirements.and a <br /> five year review requirement.
