`Finance CommitteelMarch 21,2000 <br /> Mr.Fluery distributed a memorandum from Grace Day,Director of Special Education,on the <br /> subject of Special Education Grants. Attached to this memo is a spreadsheet summarizing the <br /> special education/early childhood grants that the Mashpee Public Schools receive. <br /> In response to a question by Mr,Arnold on the issue of splitting the cost of the janitors across <br /> schools,Mr.l c Town stated that the Mate requires them to report costs by school--it does <br /> not mean they are limited to that specific school. <br /> Mr.Fluery noted the cost for a regular-clay student is at approximately$4,800-$4,900. The <br /> cost for a special education student is around$9,300. He noted that he believes the state <br /> average is around$5,200. <br /> Mrs.Goulart questioned if M shpee has a Higher than average special needs community. Mr. <br /> Fluery noted that the state average is at 17 and he believes 1lashpee is around 14.5;however, <br /> it fluctuates. You could also have a low percentage but a high expenditure. <br /> Discussion ensued concerning the special needs students and issues and expenditures <br /> surrounding these students. Mr.Fluery stated that he would be happy to have Grace come in <br /> and talk to the Finance Committee on Special Education. <br /> There was discussion on the School Budget and the increase in the budget. <br /> Mr.Fluery discussed the pay raises for teachers. He also reviewed the increases for the school <br /> budget and how they arrived at a 12%increase. Mr.Fluery noted the following amounts-. <br /> Negotiated agreements for$500,000 for a three-year contract. <br /> New staff at the high school for$305,000. <br /> Elementary staff$108,000 for positions. <br /> Special Education$174,000. <br /> Increase in tuition and transportation for$187,000. <br /> Projected new transportation contract--an increase of$188,000. <br /> Relocation of oentral office$30,000. <br /> Organization of elementary$10,000. <br /> Elementary technology$ ,00 . <br /> Expense side of$360,000. <br /> He noted that the teachers received roughly a 2-1/2%salary increase. They added three days <br /> to them-contract. When you acid the three days of work,it carnes out to roughly 410 a year. <br /> Gained 9 days over 3 years in the oontract and these days will be used for professional <br /> services and training. <br /> Mr. Fluery noted that they froze the teachers' salaries last year. <br /> He noted that special education costs have increased and enrollment has increased. He noted <br /> that the electives at the high school are weak. <br /> Mr. Arden commented on how the other departments in the town have remained level-funded <br /> for the past years—no increase in expense budgets—because of'the funding for the school. <br /> Mr.Arden also noted the various departments requesting additional positions and those <br /> departments that did not receive their requests. <br /> Mr.Fluery commented that they are gently being audited and they will be receiving ways <br /> in which they can cut the budget. Mr. Fluery stated that,upon receipt of the audit,they could <br /> come in and review the audit with the Finance Committee. <br />
