LIBRARY TRUSTEES 1/28/99 PAGE 2 III REPORTS : Dick continued , another job, the building . committee will have to chose a Clerk of .the Works . Dick explained that they had had an excellent Clerk .of the Works , Paul McLoug.hlin. He was on the job ,here; he had a trailer on sl.te, and he gave us more reports than we would ever have asked for . The only problem Dick - had' with the construction was- with -the heati.ng and air-. co- ,ditionii n . The problem was a lot of the rain sub-contractors , electrical. a-nd lumbin -we.re separate deals with the town ; went out for -bids separately . The eon- tractor was Casby, the builder, but - the sub-contractors were handed down .t - us . - i. would certainly recommend , if- p si-ble , that the Town - out and select a prime contractor, and have him responsible for the entire construction . Di;c- - explained , . he . thought he would -have to go back. to Bola hritenour , probably the most knowledgeable in , this area , and ask,, ghat governs this? . is this a Commonwealth of Mass. law; a Town law, - r whatever?. Find out what the basis for this was , and then rake a determination. Helene stated it .would be interesting to learn- what was done when they remodeled the Town -Hall . Mimi asked ,, how much does .' the Building Commitftee, per se, have to say about the -construction, or the east , or the con- tracts , or the' companies Dick explained , we will make up a. request for a proposal bid , and hese go out,. They go o-u<t into the ne +rsp-aper- , in some f the c.onfstruction journals . . This .no-tif ies- any larder who warts to , that ashpee is going to put an- addition' ' on the library. They appear- ..and receive thein packages that . tell them in detail what ' e were looking for . Usually there is. 'a meet in-g - of .all of the bidders .so that they can. come on site- and s-ee what they were going . to .b i n,' 'etc . Then- they present their bids . . Where is - a deadline when those bids .have to be sumitted . The- are usually submitted to Bob whr iteno-ur . - They , are set aside for review# Out . of that review, comes the dterm..ination that XYZ - Company is- the low,- quallfied bidder .. We also. have the selection of .the clerk of -.t.he . wor .s . - There are other things that will. core along- later - land .c-aping, carpet . installation, security. In the meantime, there are all kinds of tes-ting that the Town requires , and the .State requires . Then there is the moving project . You must ,.have help , and y-ou have to have money to pay' for it .
