Currently, we are informed that some are still awaiting <br /> response from a few Foundations which may be received In ,April. <br /> b. Construction costs have risen dramatically based on demands for <br /> materials by China and India for their construction programs and <br /> domestically to rebuild New Orleans and parts of Mississippi. <br /> . Also, the state has delayed action on a Library Construction Bond Bill as <br /> part of an almost $1 billion Capital outlay Program. <br />
