by the Library. <br /> Ms. Powers spoke to the timing issues regarding the Town of <br /> Mashpee October Town Meeting and acquisition of State funding. <br /> She explained the procedure she would like to use would be to <br /> gather information from the Committee and translate that back <br /> for approval . The Committee can expect a series of sign-offs <br /> during the first three months, the first being the program <br /> followed by alternative concepts. She explained the concepts <br /> would consist of determining how the site would best be used, and <br /> which areas of the existing building should be maintained, how to <br /> best keep the library operational, and whether or not to relocate <br /> during this period, as well as to provide the costs for each of <br /> the various strategies being considered. She also suggested <br /> considering the concepts of how the building will look, feel, and <br /> function. Based upon the final concept and approval thereof, she <br /> will proceed to the last phase of the three-phase study being <br /> proposed which would be to develop another gate and approved <br /> concept, which would lead to schematics in order to provide <br /> reliable budget information. <br /> Ms . Powers stated her goal would be to deliver product to <br /> the Town, provide a study model, and to provide the deliverables <br /> necessary to present to the State in such a manner that will <br /> impress the State regarding proposed library services. <br /> At this point Ms . Powers deferred to Mr. Lucker, asking him <br /> to speak to programming and the type of information he will be <br /> seeking. <br /> Mr. Lucker apologized for not being able to attend the <br /> interview session. He then spoke to the milestone of the October <br /> 2000 Town Meeting, noting how important it is that the Committee <br /> be prepared to present an Article on the Town Meeting warrant. <br /> He explained the Committee would have to acquire a commitment <br /> from Town Meeting prior to requesting funding from the State. <br /> Mr. Lucker spoke to legislation regarding library funding. <br /> It is his expectation that construction grant money will be <br /> available around July, August, or September of this year and that <br /> the Town should be prepared to seek such funding by submitting a <br /> proposal to the State after Town Meeting. He informed the <br /> Committee that the State welcomes a three-part funding consisting <br /> of their contribution, Town contribution, and funds that have <br /> been raised for the library purpose. He suggested the fund <br /> raising aspect could be implemented right away. <br /> Mr. Lucker suggested obtaining public input for <br /> consideration of the project at this point of the process, rather <br /> than inquiring after decisions have been made. He suggested the <br /> Committee consider circulating questionnaires and surveys, <br /> establishing focus groups and/or open meetings during the <br /> planning process, as well as to make preliminary plans available <br /> -2- <br />
