.w
Technical Consultant Position on the Board
Andrew Eliason asked Bill Shea if he was still unhappy with his consulting position for the
Advisory Board. Bill reiterated his feelings previously voiced to Andrew that his position on the
Advisory Board as Technical Consultant had become more of a noir-technical, clerical position,
and was not what he had anticipated when taking on the job. He has been taking care of the
tapes, doing titles on the computer, logging in the length of the meetings on the tape in case a
copy has to be made. Many of the calls he has been responding to have been a result of operator
errors. He started work with the Board three years ago, in August of 2002, with the plan that he
would rebuild the system which he had put together, since no one else had worked on it and
therefore did not know much about it. Recent calls he received on technical problems include
microphones going bawd, a VCR which ate a tape, the omega died. His feeling is that a lot of the
problems that arise are a result of operator errors.
Bill stated, however, that he stili w.puld like to be associated with the Board as a technical
consultant, but in a'differe t capacity.
Andrew Eliason asked Joyce Mason whether she had any ideas on hdW to find a replacement for
Birt Shea. Joyce stated that there was no quick fix for the problem. The two technicians at Town
Hall are not in a position, time wise, to fill the void, and other staff at Town Hall are not able to
handle the responsibilities involved. Joyce felt that the Board needed to focus on the immediate
needs,-which are: 1 relieve Bill Shea from being called all the time, and find a replacement
for Bill Shea who would work 20 hours per week.
Job Description for a MashpeeCoordinator/Communications Specialist
Maxine Wolfset reported that she and .wines Moroney had worked up a job description of
proposed duties for a Mashpee technical specialist. Copies of the job description were distributed
to the Board members present.
Maxine stated that she had also gathered informative materials from Harwich, Dennis, Falmouth
and Barnstable outlining job descriptions for technical specialists that are employed in each of
these towns. Copies of these materials were distributed as well, to each Board member present.
Maxine stated that the Harwich program is the most similar to Ma hpee both in size and job
format.
Joyce Mason recommended than the Board do the following:
* Start with the Harwich format and carne up with a part time o hours per week)job description
• Collect inform-ation on the salaries for the coordinator positions at Harwich, Dennis, Barnstable
• Advertise the job in local newspapers
Jim Chisholm stated that the Board would need to outline all the various jobs that need to be
done by this coordinator, both clerical and technical. He noted that some of the jobs may, e
voluntary, some may be covered by Town employees, and others may be paid. Bill Shea agreed
to draw up such a list, and will have it ready in one weeWs time.
The Board agreed to schedule a special Advisory Board meeting on Wednesday, Sept. h :00
Pull at Town Hail. The goals for this meeting are as follows:
• Come up vjith a job description to include clerical and technical duties
• Prepare an ad for the position
• Decide what the salary will be for the position (Joyce will provide the pay scale information for
coordinators in Harwich and Barnstable)
It was agreed that cable funds will be used initially to pay for the salary, which will be in line with
the pay scale in other Cape towns.
2
