i <br /> I <br /> Mr. whritenour stressed sunmaries of a larger report appear <br /> throughout the report, backed up by selected appendices and <br /> I <br /> tables describing a portion of certain categories. The study <br /> appears to have been geared toward ',optimum" performance. He <br /> suggested a more realistic view be taken and determinations be <br /> made upon some other family types . <br /> Mr. Brais explained the approach of the market report was <br /> clone by way of a demographic profile, because this is a new <br /> product on Cape Cod, which identifies people by their ultimate <br /> target market. The bulk of the report consists of demographic <br /> information, with an executive summary.ary. Presu ably, there was a <br /> lot more that went into the analysis. <br /> Selectman Marsters appeared to be a bit skeptical about the <br /> type of people profiled within the study and stated he would be <br /> interested in further data in this regard. He further~ stated the <br /> need for a reasonable agreement as it would relate to the type 'of <br /> product Mashpee commons is going to attract . Interpretation by <br /> Town officials/Residents being the purpose of this study-review. <br /> Selectman Dinizio stated the devloper' s wish to allow the <br /> project to grow organically-- -not knowing who will dwell there. <br /> The developer also has an optimum they would like to accomplish. <br /> The Town (Selectmen and Planner) responsibility is to consider <br /> alternatives in the event the optimum plan is not realized.. <br /> He then deferred to Mr. Brais who stated the fiscal impac t <br /> analysis will be determined, by experts, upon agreement of the <br /> two future scenarios (optimum and alternative) . A third set of <br /> figures will be determined reflecting impacts in the event the <br /> project is rejected. <br /> Selectman Dinizio clarified individual reports addressing <br /> the major- concerns raised by the public are to be prepared', as <br /> well as cape Cod Conunission and State-DEP requirements. The <br /> Selectmen' s goal is to obtain as much certainty as possible <br /> regarding this project before it is turned over to the <br /> County/State. The majotity majorityof this information should be <br /> available to voters before Town Meeting. <br /> 1r. Brais continued, the developer is asking voters to make <br /> a decision regarding higher density on site. He advised <br /> preliminary information on traffic and other impact issues., in <br /> addition to fiscal impacts, be provided to the voters . The <br /> project base line, and initial investigations on environmental <br /> issues would only be the beginning of what would occur upon <br /> approval . <br /> Mr. Brais stated Mashpee Commons is in receipt of a copy of <br /> the Consultant' s comments, and that he is anticipating a response <br /> from thein, as well as a dialogue regarding a three-way base line <br /> (as is, optimum, and alternative) . <br /> -6- <br />
