The nature of the development being proposed is complicated. <br /> The Developer is requesting the opportunity to develop this <br /> project in an organic fashion In order~ to meet market demands. <br /> Residential and commercial market studies have been <br /> completed and reviewed. Terms of the environmental, traffic, and <br /> fiscal impact analyses have been defined. The Developer' s <br /> experts will provide the analyses which are to be reviewed by the <br /> Town' s experts. <br /> The question has been put to the Developer as to how the <br /> project is to be physically developed; whereby they are in the <br /> process of producing design and planning information. Issues of <br /> phasing the project were discussed at the previous Meeting, t <br /> which the Developer has agreed to respond. <br /> Nor. Chace addressed the new Committee members and members of <br /> the public as well by informing thea of the Town t s request to <br /> propose Zoning changes. He stressed the importance of approving <br /> a Plan that will allow Tashpee Commons Ltd. Partnership to <br /> produce an excellent result and to maintain their standard of <br /> quality and architectural design. He further explained their <br /> goal and vision is to slowly and deliberately expand what <br /> currently exists at Mashpee commons, focusing strongly on <br /> Community by using Cape Cod/New England Towns as models. <br /> Mr. Chace also noted that theashpee Commons area has been <br /> designated for more than thirty o years as the Town' s primary <br /> business district. The proposal being made by lashpee Commons <br /> Ltd. Partnership is consistent with the cape cod Regional Policy <br /> Plan, the proposed Local Comprehensive Plan, local surveys <br /> conducted by the cape Cod Commission and the fiscal health of <br /> mashpee. la.shpee Commons Ltd. Partnership is requesting of the <br /> Townspeople the current C-1 Zoning be amended to allow for at <br /> this point, Mr. Chace read the following) : " . . . certain areas <br /> adjacent to the existing m ashpee Commons, namely the <br /> approximately twenty 2 acres bisected by Job' S Fishing load to <br /> have the option to include up to one hundred fifty (150) units of <br /> housing, including apartments and town houses. secondly, to <br /> allow the development of the so-called whiting' s Road <br /> neighborhood as a small lot single-family neighborhood consisting <br /> of up to eighty-five lots. And thirdly, the adoption of the <br /> Town Planner' s proposed cornmercial zoning amendment to include <br /> the right to allow second floor space in the commercial district <br /> be developed for either office or residential use which would add <br /> to the affordable housing component of Mashpee, be live/work <br /> space for artists, artisans, crafts people and students,. " <br /> Mr. Chace stated the combination of which would not exceed <br /> fifty units, and requested this proposal be viewed as an <br /> accessory use, not as a primary use. <br /> Mr. Chace further proposed to withdraw the entire Trout Pond <br /> -3- <br />
