Trout Pond is in question, as <br /> well as concerns about what exactly is being looked at and the <br /> total effects. <br /> Mr. Bra i s made reference to growth issues wi this. the Town <br /> being focused on this project, which is difficult to address . on <br /> the other hand, as the. project is being broken down, the three- <br /> piece project should be evaluated as a piece to see how it works. <br /> Although there are different zoning approaches to accomplish the <br /> project, he suggested review o f the three neighborhoods. <br /> Mr. Storrs disagreed based upon his understanding of the <br /> Committee request to assess the impacts of the changes. <br /> Therefore, he is assessing impacts of the proposed charge. He <br /> stated this Committee is not designed to assess the impact of the <br /> entire project. This will be accomplished by the permitting <br /> process. He stated the only neighborhoods being taken into <br /> consideration for the proposed change in zoning are that of Job' s <br /> Fishing and Whiting' s Road. There has been discussion regarding <br /> the potential conversion of office to units on East Steeple <br /> Street, which would involve a process whereby units would be <br /> transferred under the OSID Bylaw. From a traffic standpoint, <br /> office space produces eleven 1 1 cams per day per thousand <br /> (1, 000) sure feet; an apartment produces three and a .half <br /> 1/2) cars per day. Therefore, the cumulative impact is less. <br /> Mr. Brais advised the Conunittee that the areas which are <br /> changing the development pattern that would occur- under current <br /> zoning should be looked at . He further advised the Committee to <br /> discuss whether or not the Trout Pond phasing issue should be <br /> included in the review. He noted there is a certain development <br /> pattern which differs from the existing zoning which should <br /> warrant a review. <br /> The Town Planner stated Tryout Ford could be eliminated <br /> because there is no zoning change being proposed.
