parking fa it lties, architectural controls, and applicant <br /> responsibility to provide secretarial services required by the <br /> Design Review Committee. <br /> At this point Selectman Marsters suggested confining <br /> discussion to the Commercial Center Zoning Amendment and opened <br /> the floor to questions and. comment . <br /> Mr. whritenour referred to page - - and asked if connection <br /> could be made to the issuance of a building permit, rather than <br /> an occupancy permit, with regard to mention of a wastewater <br /> treatment facility. He explained it is the opinion of the State <br /> Building Code office that occupancy permits are connected solely <br /> to the building code. His point being to avoid possible future <br /> misunderstandings with the Building Department, Mr. Fudala <br /> agreed to ref ine the language I . <br /> Mr. whritenour further made reference to page - on-street <br /> parking. After some discussion It was agreed to delete the <br /> first sentence,, "Any on-street parking, where allowed under Town <br /> Bylaws, shall be in addition to required off-street parking" (D) . <br /> Mr. Chace commented on dimensional requirements which would <br /> allow for smaller lots within the project would result in <br /> expanded participation and continuing on-going growth of the Town <br /> Center in the event Mashpee Commons should experience financial <br /> difficulties) . (I) . <br /> Mr.. Chace made reference to the seventy-five foot <br /> setback from Routes 28 and 151, stating he would propose to <br /> reduce the setback only at the intersections between those roads . <br /> The theory being that the closer a building is to the <br /> intersection, the safer a pedestrian feels walking across the <br /> road M . <br /> Mr. Chace asked Mr. Fudala about CSID street standards <br /> referred to in the Zoning Amendment (F) . Mr. Fudala made <br /> reference to open Space Incentive Development-Section 174-46 <br /> E. <br /> .'74- <br /> F. a which provides for reduced standards of paving to <br /> sixteen 1 feet for two-way traffic to provide for the <br /> alley/service ways) . b Refers to the projection of traffic, <br /> which numbers have been derived from ITE numbers . c The <br /> actual standards (which Mr. Fudala read aloud) , including design <br /> speed, intersection separations, traffic projections, curb <br /> radius, maximum u grades, and paved sidewalks requirements. <br /> After some discussion regarding the issue of street <br /> standards, it was determined the majority of Committee Members <br /> favored providing the standards with a reference that would allow <br /> the Planning Board to grant a Waiver. <br /> In response to a point raised by Mr. Chace, Mr. Fudala <br /> suggested including a preamble, or some type of language <br /> - - <br />
